At present, the total number of migrant workers in Shandong Province has reached 23.99 million, accounting for 8.76% of the country's total. In 2015, Shandong Province recovered 401 million yuan in arrears of wages for 108000 migrant workers through the complaint window of labor security supervision, phone calls and letters, and online acceptance. Labor dispute arbitration institutions at all levels accepted 6953 cases of migrant workers' rights, involving 9432 people.

In order to protect the legitimate rights and interests of migrant workers, the Department of Human Resources and Social Affairs of Shandong Province and other 17 departments jointly formulated the "implementation Plan for reforming the Labor Remuneration system to ensure Peasant Workers' Equal pay for Equal work in Shandong Province", which clearly defined the reform of the labor remuneration system. In view of the frequent arrears of wages for migrant workers in the construction industry, the Shandong Provincial Department of Housing and Construction and other five departments jointly issued the "opinions on improving and strengthening the wage payment Management of migrant Workers in the Construction Industry", which further improved the wage payment management mechanism of the construction industry.

In the next step, Shandong Province will set up a leading group to deal with wage arrears of migrant workers in Shandong Province, build a wage payment monitoring network for enterprises, and formulate measures for the evaluation of labor security law-abiding integrity and social disclosure of major violations in Shandong Province. At present, the provincial joint labor security supervision and acceptance platform of "one point reporting complaints and joint acceptance of the whole province" has been basically completed, and migrant workers can report complaints nearby to improve the efficiency of handling wage arrears cases.
