Many systems are well designed, but they change shape in the process of implementation, resulting in a good system actually "wielding a knife from the palace" as soon as it is launched. The publicity of rural village affairs is such an example.

I. Ten items that need to be made public in the publicity of village affairs

As early as 2006, the State Office issued the "opinions of the General Office of the CPC Central Committee and the General Office of the State Council on strengthening the building of a clean and honest party style at the grass-roots level in rural areas", calling for the promotion of administration according to law and close relations between cadres and the masses. It is required to further strengthen the openness of rural government affairs, village affairs and party affairs in all townships (offices) and administrative villages (neighborhood committees) throughout the county. The specific contents include ten items:

(1) the policies of governments at all levels to support and benefit agriculture and the distribution of funds to villages and households

(2) projects supported by all sectors of the community for new rural construction, various funds for new rural construction and their use

(3) the distribution and use of homestead. Including the number, area, amount of fees, management and use of houses approved according to law during the year.

(4) the use of collective economic income in the village

(5) Expenditure on the remuneration and other benefits of village cadres and official activities

(6) the management of public welfare undertakings in the village, the distribution of land requisition compensation and security expenses, and agriculture

Village land transfer, "one matter, one discussion" fund-raising and labor raising, etc.

(7) Democratic evaluation, assessment and audit of village cadres

(8) Family planning, including the decomposition of fertility indicators in the current year, penalties for unplanned births and the collection, surrender, release and use of fees

(9) the distribution of disaster relief funds and materials, including the amount and distribution standards, procedures and disbursements.

(10) other matters required to be made public by more than 1/10 of the villagers in the village or more than 1/3 of the villagers' representatives

Second, what is the current situation of the open implementation of village affairs?

Whether the policy is good or not is of course good, but 99% of the actual implementation is basically a mere formality. Either it should not be made public, or it should not even be done in a form. The concrete realization is divided into five aspects:

1. The time of disclosure is not timely, and some matters that need to be made public are not made public in accordance with the prescribed time requirements, and some are only made public once a year or more than half a year, and the interval between disclosure is too long; some are free to make public whenever they want, and do not want to be made public; some are only made public during superior inspection, and usually no one is interested.

2. The form of disclosure is single, and the place of disclosure is not appropriate. At present, the form of publicity of rural village affairs is limited to the form of open columns, and some of them are too simple, mere formality and single form, which is not convenient for the majority of villagers to know about village affairs. Some open columns are built in places that are not convenient for the masses to patronize, so it is difficult for the masses to watch and supervise them; in some villages, there is a lack of management and protection, weather and rain, and serious man-made damage, so it is difficult to use them; and some do not yet have an open column and regard the publicity of village affairs as an incidental matter, only to announce the relevant situation in passing during meetings or other matters.

3. The public content is incomplete, some only publish a small amount of fees, do not publish large expenses, individual villages only disclose some innocuous contents, while cover up the "hot spots" and "key points" and other issues of great public opinion, are unwilling to make public or even private, semi-public, and avoid important points.

4. The open procedure is not rigorous, and some public procedures are too simple. Only the results of the work are published, and there is a lack of legal procedures. The relevant matters in the publicity are mainly sung by township and village cadres as a "one-man show" and fail to pass the examination of the democratic financial management group and the village affairs public supervision group in accordance with the procedure, making the publicity of village affairs unconvincing.

5. The publicity system is not enough. Although some have a system, but lack of maneuverability, it is not close enough to integrate with the reality of the village, and the system becomes a decoration behind the wall.

Third, there is a supervision mechanism for the publicity of village affairs, which is basically unknown.

In fact, there is another system that restricts the public work of village affairs, that is, the open supervision group of village affairs. A village shall set up a public supervision group for village affairs composed of three to seven people, whose members shall be elected by the villagers' meeting or the villagers' representative meeting. The term of office of the open supervision group on village affairs is the same as that of the villagers' committee. Members of the villagers' committee and their close relatives shall not be members of the open supervision group on village affairs. The open supervision group on village affairs shall be responsible to the villagers' meeting or the villagers' representative meeting.

The duties of the village affairs publicity supervision group: the village affairs publicity supervision group shall be responsible for supervising the implementation of the village affairs disclosure system. Perform their duties in accordance with the law, conscientiously examine whether the contents of the disclosure of village affairs are comprehensive and true, whether the disclosure time is timely, whether the disclosure form is scientific, whether the disclosure procedures are standardized, and promptly report the supervision to the villagers' meeting or the villagers' representative meeting. Members of the public supervision group for village affairs who fail to perform their duties, the villagers' meeting or the villagers' representative meeting shall have the right to remove their qualifications. At the same time, it is necessary to supervise the implementation of the resolutions of villagers' meetings and villagers' representatives' meetings, supervise village committees and other village-level organizations to perform their duties in accordance with the law, and take the initiative to collect and conscientiously accept villagers' opinions and suggestions on village affairs management. we will focus on strengthening supervision over the decision-making of village affairs, the publicity of village affairs, the management of "three capital" at the village level, the construction of engineering projects, and the implementation of policies and measures to benefit farmers.

The opinions of the General Office of the CPC Central Committee and the General Office of the State Council on improving and perfecting the publicity and democratic management system of village affairs clearly pointed out that if the masses have doubts about the contents of the announcement, they may complain orally or in writing to the village affairs public supervision group. The village affairs public supervision group shall promptly investigate the problems reflected by the masses, and if any contents are missing or untrue, the villagers' committee shall be urged to republish them. You can also directly ask the village party organization and the villagers' committee, and the villagers' committee should give an explanation and reply within 10 days.
