Under his lead and recommendation, more than 30 neighbors have also installed mobile broadband, and many villagers have also used Internet TV to cover more than 1800 households.

Last year, Premier Li Keqiang of the State Council presided over an executive meeting of the State Council, which decided to improve the compensation mechanism for broadband telecommunications universal services in rural and remote areas, and to achieve broadband access to about 50, 000 unconnected administrative villages and more than 30 million rural households by 2020. The broadband penetration rate of rural households reached 24%, completing 80% of the 30% penetration rate. At the same time, China Mobile Yunnan has carried out 4G-CPE (wireless CPE, a simple wireless network) service promotion through the advantage of 4G network coverage in uncovered wired broadband areas, and has provided 4G-CPE wireless network access services for 787 villagers.

Different from the broadband in cities, the Yunnan "Broadband Rural" pilot project adopts a three-dimensional solution of "4G wireless + all-fiber network cable" to solve the problem of high-bandwidth Internet access in rural areas where the land is sparsely populated and the cable construction is difficult.

It not only solves the basic needs of the Internet, but also the "6995" grid service information management platform built in the "Broadband Countryside" project has more effectively opened up the "last kilometer" of the combination of government security management and people's safety and mutual assistance. a modern information technology network of "public security joint defense, police and people interaction, neighborhood mutual assistance, production mutual help" has been constructed. The local government "Tiaohe block" service work will be gathered in the mobile information system, extended to the grass-roots front line, the masses front line.

Taking the homonym of "come and save me", "6995" is a grid service management information platform of "farmers helping each other, production mutual assistance, and police-public interaction" jointly launched by China Mobile Yunnan Co., Ltd. in the form of group bundling, connecting about 10 to 20 families together, as long as dialing the number for help, it is like sending a broadcast message, and all the people in the group can see and talk in time and take rescue measures.

After "6995" was fully covered in the rural areas of Changning County, Baoshan City on September 30, 2013, nearly 99% of the calls were used for production and mutual assistance, and the rest were used for alarm, fire prevention and flood control emergency rescue, treatment of urgent and serious patients, and so on. As of May 2016, "6995" had more than 8.9 million registered users, nearly 1.9 million registered families and about 620000 registered joint defense teams in Yunnan Province, with a total of nearly 240000 calls.

The different life in these villages benefited from the rich comprehensive information services brought about by the construction of "broadband villages", as well as the efforts made by the construction of communication infrastructure to help lift people out of poverty and bridge the information gap between urban and rural areas.
