In March 2009, a letter from Xinjiang County, Yuncheng City, Shanxi Province, was placed on the desk of Wen Jiabao, then premier of the State Council. This is an achievement report and related suggestions that the crop yield can be increased by 0.5-2 times that of chemical technology by using biological integrated technology, and the organic quality can be achieved in the same year. The person who wrote this letter was Ma Xinli, who was then vice chairman of the standing Committee of the Xinjiang County people's Congress.

A month later, on April 24, Ma Xinli was informed that the State Council would send a China Fertilizer Industry investigation team headed by Academician Liu Gengling, a famous soil and fertilizer nutritionist, to Xin Jiang for investigation. Due to Academician Liu's illness, a group of 11 people led by Min Jiukang, director of the soil and Fertilizer Research Institute of the Chinese Academy of Agricultural Sciences, originally planned to stay in Xinjiang for only one day, because no one in the investigation team believed that the yield of tomatoes, cucumbers, green peppers and other vegetables here could exceed 40,000 jin per mu, and their familiar output was more than 10,000 jin. It felt as if it was back in 1958, and another Great Leap forward was coming. When these 11 people set foot on Xin Jiang's land and saw one by one fruitful greenhouses, they personally visited farmers who increased production and income, and they had to extend their itinerary and change their plans.

On June 26, 2013, the "High-quality and High-yield cultivation techniques of Chinese Organic Agriculture" led by Ma Xinli, whose core content is "Organic carbon Fertilizer + compound probiotics + Plant absorptin + Plant Restoration". In the Chinese Academy of Agricultural Sciences, it was identified as a leading achievement in the domestic industry by a national expert group headed by Professor Wu Weihua, academician and plant physiologist of the Chinese Academy of Agricultural Sciences. This technology can increase the yield of grain crops by more than 20%, increase the yield of vegetables by 0.5-2 times, and achieve organic quality in the same year.

Some people call him a "vegetable grower". More people in the industry compare him with Yuan Longping and evaluate him as "a grass-roots scientist who comes from the field and is rewriting the history of Chinese agriculture."

Ma Xinli graduated from the Horticulture Department of Shanxi Agricultural University in 1978 and worked successively in Yuncheng vegetable Company of Shanxi Province, Science and Technology Commission of Xinjiang County, County vegetable Bureau, County people's Congress and other units. he has been engaged in the research and promotion of organic bio-agricultural technology in rural areas for a long time. The "Lubai No. 1" cabbage variety he presided over in 1991 won the second prize for the promotion of scientific and technological achievements in Shandong Province, and the bird wing-shaped ecological greenhouse designed in 1998 won the first prize for standardized scientific and technological progress in Shanxi Province.

Since 2004, Ma Xinli has begun to integrate and study the new technologies of bio-organic agriculture. His original organic agricultural cultivation technology of "organic carbon fertilizer + compound probiotics + plant absorptive hormone + plant high yield + plant restoration" has replaced chemical agriculture with biological agriculture. In Xixingzhuang Organic vegetable Cooperative in Xinjiang County, the annual yield of eggplant and cucumber is more than 50,000 jin, and the yield of tomato per mu is more than 40,000 jin. The yield was 2-3 times higher than that of conventional production, and reached organic quality in the same year. In 2010, he led the research on "an organic vegetable field cultivation method", and in 2013, "a technical integration method for the development of efficient organic crop cultivation" all won national invention patents and was publicly selected as an international scientist.

Ma Xinli is the author of the first monograph on organic vegetable cultivation in China. He has published more than 30 monographs in state-level publishing houses, with a total distribution of more than 1 million copies, of which four monographs have been designated as extension training materials by the State Science and Technology Commission and the Central Agricultural Broadcasting School. In November 2015, he recorded seven episodes of his research on bio-organic agriculture in the Book of getting Rich in Beijing. The program has been listed as the key promotion content of the 13th five-year Plan by the propaganda Department of Communist Party of China Central Committee, and will be broadcast one after another in 250 city and county TV stations across the country.

For more than a decade, Ma Xinli and his technical team have been carrying out the national promotion of "High-quality and High-yield cultivation techniques of Chinese-style Organic Agriculture". They have organized and participated in more than 400 special lectures and technical trainings, covering an area of more than 1.6 million mu in 30 provinces, cities and autonomous regions across the country. The output of grain crops and fruits increased by at least 20%, and that of vegetables and traditional Chinese medicine increased by 0.5-2 times, reaching organic quality that year.

Now, in order to make the "high-quality and high-yield cultivation technology of Chinese-style organic agriculture" more widely and deeply popularized across the country and around the world, to improve the land in China's rural areas that have been seriously polluted by pesticides and fertilizers, and to increase farmers' production and income, so that consumers are no longer afraid of food safety, Ma Xinli, who has just retired at the age of 62, began to establish Beijing 40 Agricultural Technology Co., Ltd., together with several young people. Established the "Ma Xinli" agricultural product brand with the label of "organic quality, common price, delicious, inexpensive, nutritious and safe". And set up his own director of the "Ma Xinli Chinese Organic Agriculture Research Institute" in the Yangling National Modern Agricultural High-tech demonstration Zone in Shaanxi Province. In line with the purpose of "based on Yangling, facing the whole country, to carry out continuous research and popularization of high-quality and high-yield cultivation techniques and land improvement techniques of bio-organic agriculture", the Research Institute has set up a team of experts of more than 10 people. twelve preliminary research projects on high-quality and high-yield innovative technologies of organic agriculture facing the whole country were put forward. The popularization and implementation of these research topics and results are expected to further affect the development direction and process of China's bio-organic agriculture and further rewrite the history of China's agriculture.
