In 2014, China's first poverty alleviation advanced individual

When it comes to Wu Lixin, people may not know that he enjoys so many honors, but Xianju people are particularly familiar with the name. He is a disabled person who has left his left leg disabled because of polio. He is the party branch secretary of Fuji Village, Baita Town, the director of the Xianlu Egg Professional Cooperative, and a Xianju farmer with a heart of "golden land" and affection for needy families. "physically disabled and determined" is the best summary and interpretation of his spirit and character. He walked out of a different life with swaying steps and wrote many wonderful stories.

A village road, let him strengthen a belief

In September 1968, Wu Lixin was born in Liangtan Village, a poor mountain village in Baita Town. He was the fifth and youngest in his family. At the age of five, a polio made him lame in one leg.

At the age of 27, Wu Lixin graduated from the veterinary health and quarantine inspection technical secondary class of the Central Agricultural Radio and Television School and became an animal husbandry and veterinarian. After that, he was appointed by the County Agricultural Bureau as the head of the animal husbandry and veterinary station in Baita Town, which has been working for more than 20 years. He has been awarded honorary titles such as excellent animal husbandry veterinarian in the county and advanced individual in animal epidemic prevention work in the county.

At the age of 28, he gloriously joined Communist Party of China and was unanimously elected as party branch secretary of Liangtan Village by the villagers in the same year, and became the party branch secretary of the only alpine poor village in Baita Town. At that time, Liangtan Village, with more than 60 families and a population of more than 200, was the only alpine poor village in Baita Town, with a per capita income of less than 500 yuan and no collective economy.

It was the first thing that occurred to him after he took office if he wanted to build the road first. With the strong support of superior departments and the painstaking efforts of him and all the villagers, the 3.5-kilometer Panshan Road was opened in 1997, ending the history of Liangtan people carrying, carrying and walking on their feet for generations, and fulfilling their dreams when they were young.

How to lift yourself out of poverty? How to lead the villagers out of poverty? Wu Lixin, then secretary of the party branch of Liangtan Village, thought the most. Taking into account the characteristics of the mountain area and his own skills, he first set up a family chicken farm. After several years of blogging, he took the lead in getting rid of poverty and became the "richest man" in the village. After tasting the benefits of raising chickens and selling eggs, Wu Lixin repeatedly invited technicians from the county to visit Liangtan Village to discuss how to lift farmers out of poverty and become rich. In 2001, Liangtan Village was listed as "Xianju County Local Egg production Base" by the County Agriculture Bureau, and all the villagers were specialized in natural stocking production of native chickens.

In order to let everyone raise more chickens and lay more eggs, Wu Lixin began to practice "borrowing chickens to lay eggs" in the village. As a result, the villagers of Liangtan Village have become Wu Lixin's chicken farmers. On the other hand, Wu Lixin went to the market, hotels and restaurants, friends and relatives to promote native eggs.

With the expansion of the market, the local chicken breeding and sales model of single family has been difficult to meet the requirements of the market. In May 2003, Wu Lixin founded Xianju County Xianju County Xianlu Egg Professional Cooperative and registered the trademark "Xianlu" for his native eggs. Since then, his native chicken farming and native egg sales have embarked on the road of scale, brand and organization.

An egg, let him stick to a responsibility

Think of the source when you are rich, and think of progress when you are rich.

In 2008, Baita Town took the lead in implementing the project to increase the entrepreneurial income of low-income farmers in our county, and the professional cooperative of immortal green earth eggs was listed as a key assistance platform in the town. With the backing of the government, Wu Lixin became more confident in developing native eggs, so he gradually extended the plan of "borrowing chickens to lay eggs" to low-income farmers.

After the news that raising chickens can also get rich spread, Wu Lixin's professional cooperative of immortal green earth eggs attracted more and more people in need.

In 2009, Wu Lixin invested more than 2 million yuan to build a thousand mu Xianlu Ecological Park on the banks of Weiqiang River, built more than 10 breeding sheds, raised 3000 to 5000 feathered chickens, and carried out three-dimensional ecological breeding. And use it as a breeding training base for the disabled and low-income farmers to provide free venues, chicken sheds, water and electricity for the disabled to solve their employment problems.

In order to strive for economies of scale, Wu Lixin went from village to house, mobilized the villagers to raise native chickens, distributed young chickens to them free of charge, and unreservedly taught the techniques and methods he had learned to the villagers, while purchasing native eggs at market prices, so that these low-income farmers do not have to bear any risks, rest assured to breed, and ensure an increase in income. Villagers say that farmers have three worries about raising chickens: first, they do not have the money to buy young chickens, the second worry fails in technology, and the third worry has no market for eggs. Wu Lixin's cooperative adopts the "three free" policy, that is, free provision of chicken seedlings, free routine epidemic prevention, free training in breeding techniques, guaranteed recovery after delivery, and purchase of each egg at a protective price of 1 yuan. The cooperative has 14 technical personnel who are specially responsible for helping members solve technical difficulties. When chicken farmers encounter problems in the process of raising chickens, they only need to make a phone call and technicians will come to solve them. This has greatly reduced the risk of raising chickens for low-income farmers, "reassured" farmers, increased the average household income of more than 200 low-income farmers by 3000 yuan, and accumulated experience and set an example for the whole county to carry out entrepreneurial innovation and well-off work for low-income farmers.

Over the years, he has adhered to the management mechanism of "standardizing the creation of brands" and promoted scientific and technological development and strategic innovation. The base and products have successively won the honors such as "Zhejiang pollution-free Agricultural products Base" and Zhejiang Agricultural Exposition Gold Award. In 2007, the cooperative was recognized as "Taizhou standardized Farmers' Professional Cooperative" and in 2008 as "Provincial demonstration Cooperative".

A new village, let him stick to a hope

When the administrative village was withdrawn and merged in 2013, Wu Lixin went from a small village secretary of more than 200 people to a village secretary of more than 1000 people. Under his leadership, the cadres of the two committees from the three villages merged rapidly and their work advanced in an orderly manner.

Since 2014, under his leadership, Fuli Village has carried out a comprehensive improvement of the rural environment and has become a model village for "co-governance of five rivers" in Baita Town.

Since 2015, the special renovation of wampee houses in Fuli Village: a total of 128,199 houses need to be renovated, with facades painted 762m2, whitewash 3107 square meters, whitewash 10960 square meters, a total of 14826 square meters. In order to effectively stimulate the enthusiasm of the villagers, Wu Lixin and the two village committees are determined to give another 20 yuan per square meter to each household that actively cooperates with the renovation of the yellow house on the basis of the town's financial subsidy. At the same time, Wu Lixin organized party members and cadres in accordance with the way of responsibility and grouping, which was carried out separately by the village and village committees, and implemented in groups and households, so as to ensure the smooth completion of the work.

In 2016, Wu Lixin took the opportunity of the support group of the Municipal Health and Family Planning Commission in Fuyi Village to organize a crowdfunding campaign for "affection Party members, follow the benefits" through the party branch of the Immortal Green soil Egg Cooperative, deeply excavating the surplus value of cooperative party members, helping 19 rural families in need to increase their income, and each peasant household was paired together by party members, technical instructors and poverty alleviation personnel to carry out heart-to-heart and hand-in-hand help. Let them master agricultural technology. Expand the social influence and cohesion of party organizations in the form of "party organization + cooperative + base + crowdfunding", and explore a new way of "mutual promotion and win-win" of party organization service to promote rural development.

In a short period of three years, Fuli Village has successfully completed the construction of home-based pension service center, the land lease of Zhejiang Waxberry Research Institute and the policy processing of the Taiwan Chuangyuan project.
