The rental house of Zhang Haixin, a 48-year-old peasant woman, is located in an alley in Dengzhou City, Henan Province.

This is a facade room of about 40 square meters, with oil-stained hot kettles and rice cookers lying randomly on an abandoned freezer; the peeling walls are as grayish yellow as water stains; on the walls are a map of Henan Province yellowed with age.

This is the residence of Zhang Haixin's family of five, and it is also her sugar dried fruit wholesale store.

Also here, three years ago, Zhang Haixin, who petitioned for several years due to land disputes, announced the establishment of the "people's Government of Dengzhou City". Below, three township "governments" were temporarily set up, and "official seals" were engraved respectively. Write and issue more than 20 documents, official letters, and notice of appointment with the seal of the people's Government of Dengzhou City.

The objects served by the "government" are all farmers who have petitioned for land problems like Zhang Haixin.

The "shanzhai people's Government" has not only existed for several months, but also openly recruited "civil servants" to the public, and several college students have sent their resumes.

Zhang Haixin and others were detained by the Dengzhou Public Security Bureau in November 2013 and sentenced to two years in prison for falsifying official documents of state organs.

On November 28, 2015, Zhang Haixin was released from prison.

For more than half a year after regaining her freedom, she continued to write petitions about land disputes over landless peasants; she admitted all the facts of the charges but pleaded not guilty. Zhang Haixin believes that the forgery of official documents is an act of helplessness to protect farmers' cultivated land from encroachment.

This dark-skinned, chubby peasant woman is often excited and her voice rises unconsciously; she often talks about words such as "representative" and "people"; when she talks about "corrupt officials" and "corruption", she will swear, or she will be too angry to go on.

In the opinion of defense lawyer Gao Chengcai, Zhang Haixin firmly believes in the law, but "only knows a certain part of the law."

This is not only the self-recognized weapon of Zhang Haixin, a peasant woman, but also the source of her tragedy.

The world has changed.

After serving two years in prison, Zhang Haixin's world has changed.

During his time in prison, the eldest son Wu Yang took on the task of taking care of his 10-year-old brother, so he broke up with his girlfriend of two years, while his daughter Wu Nan, who was a freshman, dropped out of school and went home under financial pressure. "the family seemed to have lost their soul."

The sentence also reduced her prestige among the villagers: many villagers began to distance themselves from Zhang Haixin, doubting whether there was anyone in her center. They felt that she could only write materials and send them up, and nothing was solved at all.

Four months ago, a villager came to her to reflect the problem, and she convened the first meeting of the "Jiangzhuang Collective Economic Organization" since she was released from prison, which was attended by only more than 20 people-the fewest attendance; only two of the five representatives she had previously appointed were present.

The Jiangzhuang Collective Economic Organization is an "organization" established before Zhang Haixin's imprisonment for the purpose of ascertaining the right of land.

Ma Xianglan, a loyal follower of Zhang Haixin and jailed in the same case, complained to Zhang Haixin that "no prestige has been lost at all."

Zhang Haixin does not feel lost, thinking that this is "farmers' lack of legal awareness."

Now, occasionally, villagers from six groups of villagers in Jiangzhuang come to Zhang Haixin for help in safeguarding their rights. They still believe that "there is someone in the central government of Zhang Haixin" and that "the seal is useful." they think that her imprisonment was wronged.

Most of them are farmers who have petitioned for many years or are not familiar with the petitioning process.

After Zhang Haixin was released from prison, some villagers complained to her: "without you, no one is in charge of safeguarding your rights. Other people say they can't speak or write."

On the evening of July 27, six groups of villagers from Jiangzhuang, Dengzhou, Chen Fuzhi came to Zhang Haixin's rental house. Her family's 5 mu of peanut land was requisitioned and negotiations with Murakami were fruitless. Zhang Haixin was asked to help safeguard her rights.

After listening to Chen Fuzhi's story, Zhang Haixin said firmly: "I have reported it to the Central Committee."

In fact, Zhang Haixin only sent Chen Fuzhi's letters and visits to Beijing.

Representative

Before the forgery of official documents of state organs, Zhang Haixin was just an ordinary rural woman.

Born in Jiangzhuang Village, Dengzhou City, she is the fourth of seven children. Her family is so poor that she has only a few beds and has not eaten fine grains all the year round.

Zhang Haixin dropped out of the fourth grade of primary school because he could not afford to pay tuition and fees.

In 1987, Zhang Haixin married her husband Wu Zhentian, and they successively opened a small mill and a restaurant. In 1996, my husband went south to work in Guangdong and seldom came home in the past 20 years.

In the eyes of the villagers and daughters, Zhang Haixin is so strong and spiteful. After her husband went south, Zhang Haixin opened a restaurant on the edge of the village, selling hot soup, Youtiao, steamed buns, home-cooked dishes, and so on. The hotel is on the side of Provincial Highway 249, and she restocks, cooks and receives drivers from all over the country.

At that time, the village committee went to eat, often on credit.

Zhang Haixin asked Wu Zhende, a village branch secretary, to collect debts, but he could not get them. As a result, when the road was built in the village to her door, she stopped the workers from starting work and asked to "pay for the meal before building the road."

This incident made the villagers feel that Zhang Haixin was "not afraid of power."

In September 2007, in order to urge his daughter, who was studying in the urban area of Dengzhou, to study, Zhang Haixin closed the restaurant, moved his family to Dengzhou, found a rental house in an alley and began to sell sugar and dried fruit.

A land dispute in the village changed Zhang Haixin's fate.

Group 6 of Jiangzhuang Village, where Zhang Haixin is located, has 8 mu of land, which used to be a pig farm. In 2009, the village allocated five groups of villagers surnamed Wu to build a factory to repay the village committee's foreign debt.

Six groups of villagers think that the 8 mu of land is their own collective land, which is only lent to the village to raise pigs, while the village committee insists that it is village collective land, and it is no problem to build a factory for the Wu family. The two sides quarreled.

Six groups of villagers wanted to find someone to complain to them, and they quickly thought of Zhang Haixin, a capable villager who lived in the city.

One afternoon in the spring of 2009, six groups of villagers from Jiangzhuang Village came to the county to ask Zhang Haixin for help.

That afternoon, Zhang Haixin agreed to be a representative and the village committee to "fight to the end." After seeing off the villagers, she turned to Xinhua Bookstore to buy a copy of the regulations on Letters and visits and began to study by herself.

Since April 2009, she has led six groups of villagers to petition in Dengzhou, Zhengzhou and Beijing.

Villager Chen Fuzhi said that every time he petitioned in Beijing, Zhang Haixin paid for the ticket, room and board. To this end, Zhang Haixin's family was heavily in debt and had owed more than 200,000 yuan before he went to prison.

After petitioning, the construction of 8 mu of pig farm land never started, and Zhang Haixin established prestige among six groups of villagers. Villagers think Zhang Haixin is very powerful-eloquent, fierce and loud enough to find his way in Beijing.

"Organization"

Since then, not only the pig farm, there are other land disputes of the villagers also came to her, and even some family chores.

Chang Hai-hsin was open to anyone who came, and she gradually stopped doing housework and selling dried sugar. In those years, the rental house in the hutong in Dengzhou was full of people. At most, she had to receive more than a dozen people a day. "she never stopped."

Jiangzhuang is about 20 kilometers away from Dengzhou, with more than 4000 people in the village. most of the men go out to work, while women stay in the village, undertaking the work of farming, taking care of young and old, and so on. Most of them have not been to school for a few years, and when they encounter land disputes, most of them do not know how to deal with them, and many of them do not even know where to petition.

In September 2011, Zhang Haixin held a villagers' group meeting on the 8 mu of disputed land in Jiangzhuang Village and proposed the establishment of a "Chiang Kai-shek Collective Economic Organization of the people's Republic of China."

This is an "organization" for the purpose of confirming land rights, because the petition procedure allows only five people to act as representatives, and the "organization" sets up five representatives. The villagers elected her "team leader" and implemented an one-vote veto system in the "organization" to discuss each matter at a meeting.

Zhang Haixin recalled that at that time, the "organization" was very strong, with about 50 to 60 members, most of whom were six groups of women, mostly between the ages of 40 and 70.

According to Zhang Haixin, she intends to bypass the Jiangzhuang village committee through the organization in order to confirm the land rights.

The confirmation of land rights needs to be sealed and approved by township, county, municipal and other departments. They have failed to seal their letters and visits for many years.

One day in October 2011, Zhang Haixin, who had petitioned from Beijing, brought back a seal engraved with the Special Seal of Chiang Kai-shek Collective Economic Organization of the people's Republic of China.

It is a round medallion the diameter of a cup, with a red handle and gold characters. Zhang Haixin said to the villagers, "this is given by the central government, and the case has been prepared. with this chapter, we will be able to confirm the right of the land to the households."

The villagers were in awe of the golden seal.

Zhang Haixin also cherished the seal: fearing that the heavy material in the bag would crush the seal, Zhang Haixin never put the seal in the bag. Even if he wrapped a few layers of paper, Zhang Haixin held the seal in his hand when he took the bus. "what if a word is dropped?"

"Don't do anything illegal," Liu Jinlan, a 66-year-old rights partner, told Zhang Haixin when he saw Zhang Haixin take out his seal.

Four years later, Zhang Haixin said that the seal was engraved at a stall in Beijing, and "filing" means that she handed over the materials for letters and visits to the Office of Letters and visits of the Central Commission for discipline Inspection. "Jiang" is the abbreviation of "Jiang Zhuang".

Under the guidance of Zhang Haixin, from the second half of 2012 to the summer of 2013, the model of "collective economic organization" was copied to two other townships, Ma Xianglan and Wang Liangshuang, who were "appointed" as "people's representatives" in Jitan Town and Gaoji Township respectively.

At the same time, the news of Zhang Haixin's "someone in the central government" spread widely in the village, and it was even rumored that she could connect with the United Nations.

Zhang Haixin once convened six groups of villagers to hold a meeting. According to the minutes of the meeting, on June 20, 2013, they held a meeting at the northeast corner of the pig farm and wrote: the case of confirming the rights of land in the village was reported to the United Nations Morning Post to expose the crimes committed by corrupt elements.

In fact, the United Nations Zaobao is Lianhe Zaobao, and she just added some material to the report column of Lianhe Zaobao's website.

As soon as it got out of hand, Zhang Haixin successively engraved more than a dozen seals at the township and municipal level, including the "seal of the people's Government of Dengzhou City," from small street advertising stalls.

In 2013, Zhang Haixin announced the establishment of the "Dengzhou Municipal people's Government" in her rented house.

The Organization quickly issued a notice to the Wu family, who was building a house on the pig farm, to stop construction-ordering them to stop the illegal behavior immediately and wait for treatment.

The "organization" also issued a notice to stop construction to other villagers who built houses illegally in the village. Many villagers interceded with Zhang Haixin, and some people even came to visit with fruit.

During the "office" period of several months, she accepted a total of 274 farmers' application materials for contract certificates in Wenqu Township, Gaoji Township and Jitan Town.

"the government believes in Zhang Zi, and I also believe in Zhang Zi." In Zhang Haixin's consciousness, "Zhang Zi is the mark of a unit, which means legal responsibility and norms."

Zhang Haixin's understanding of the important role of seals can be traced back to 2005 when he registered for his daughter.

Her daughter is a super child and cannot register without the seal of the police station. It was the first time that Zhang Haixin realized the importance of the official seal: "it works."

A few years later, when Zhang Haixin took the completed application form for confirmation of land rights to the Office of Letters and visits of the Ministry of Agriculture, he was reminded again that it would not be accepted without the seal of the township, town, and municipal government.

In November 2013, Ma Xianglan, the "people's representative of Jitan Town" she appointed, sent an "official letter of suspension" to the developer of a project, which detected it and reported it to the police. Ma Xianglan was arrested.

Three days later, Zhang Haixin held an emergency meeting in the rental house to discuss the plan to rescue Ma Xianglan. Law enforcement officers arrived and took away Zhang Haixin and Wang Liangshuang, the "person in charge" of Gaoji Township, whom she appointed. The police seized more than a dozen seals and various documents, and filled a van.

Serve a sentence

At the trial, Zhang Haixin admitted all the facts but pleaded not guilty. She believes that the forgery of official documents is a helpless move to protect farmers' arable land from encroachment. "what is my crime in serving the people?"

Zhang Haixin was sentenced to two years for forging official documents, while Ma Xianglan and Wang Liangshuang were sentenced to 10 months and 8 months respectively.

Wang Liangshuang recalled that during the trial break, Zhang Haixin lamented that if he had not issued a notice to stop construction, he might not have caused these troubles.

Prison life has become a brief pause in Zhang Haixin's life, and even a life she misses now.

"I wish I had come earlier and spent two years in prison." For Zhang Haixin, the prison is like a good university. The police officers there are of high quality. They work conscientiously, paving the road with anti-skid meadows when it snows in winter, sweating and sticking to their posts in summer, and police officers patiently guide them whenever there is a conflict.

In prison, the police officer teased her as a "hero" by using the online name; the governor of the prison district celebrated Zhang Haixin's birthday and she saw the biggest cake so far. More than 400 students were summoned to the conference room with "Happy Birthday" written on the cake.

The supervisor asked Zhang Haixin, "are you happy on your birthday today?"

This moved Zhang Haixin so much that she was stupefied for a moment: happy.

Afterwards, Zhang Haixin wrote two articles to remember this birthday: "meaningful birthday" and "unforgettable birthday".

On the day of the founding of the Party on July 1st, the prison organized the students to watch the CCTV news for a day. Zhang Haixin was a little excited. She saw that the Communist Party was "working wholeheartedly for the people."

She compared herself with the people in the news. Zhang Haixin, who had submitted an application to join the party, began to lose confidence. "going out is no longer qualified to join the party."

While in prison, she also figured out that Chiang Chuang should not be abbreviated as "Chiang Kai-shek" on the seal of the Special Seal of Chiang Kai-shek Collective Economic Organization of the people's Republic of China, because it is "Chiang Kai-shek of the old Chiang Kai-shek, it would be better to add the word" Zhuang ".

In recent days, daughter Wu Nan has protested to Zhang Haixin on a hunger strike. Wu Nan once dreamed that her mother would no longer protect her rights after she got out of prison, and the family would "live a good life."

In order to protect their rights, the family has owed more than 200,000 yuan. They owed the rent for five years and owed tens of thousands of yuan to the copy shop because of the photocopying materials.

However, in Zhang Haixin's vision, the "Jiangzhuang collective economic organization" will always exist.

A month ago, Zhang Haixin sent a complaint to the six central ministries and commissions, demanding that five seals, including the "Special Seal of Chiang Kai-shek Collective Economic Organization of the people's Republic of China" and "Seal of the people's Government of Wenqu Township," be "returned to the people." She firmly believes that these seals are "real and useful".

But this time, she did not apply for the seal of the people's Government of Dengzhou City. She planned to do it at the township level only.

At the same time, she is thinking about finding a "successor". She hopes that the "successor" will be a male, charismatic, able to write, fast, good character, stand up to the test, and most importantly, "listen to me. I lead him."

Let Zhang Haixin full of confidence and one more thing, after she was released from prison, she got the government approval of the 8 mu of pig farm land. The document is called "decision on Land ownership disposal of the people's Government of Dengzhou City".

She and her brother take turns watching their mother at home every day to avoid "further trouble".

After quarreling, Wu Nan will miss the past 2009 when her mother pulled a cart and set up a stall at the entrance of a rented hutong to sell dried sugar and fruit. After coming home from school, I can eat the food prepared by my mother, and my life is "rushing and energetic".

Coming out of Zhang Haixin's rental house, I walked through a long and narrow hutong and came to the main road. The diagonal position of the intersection is the people's Government of Dengzhou City. It is only 200 meters away from Zhang Haixin's rental house.

On July 29, Zhang Haixin took the reporter to the roadside. She pointed to the government building and said, "that is the people's Government of Dengzhou City."
