On August 8, the State Council formally issued the 13th five-year National Science and Technology Innovation Plan (hereinafter referred to as "the Plan"). The "Plan" mentions the word "medicine" nearly 20 times, involving many hot fields such as gene editing, immunotherapy, stem cells and so on.

At the same time, the "Plan" points out that it is necessary to accelerate China's transformation from a major pharmaceutical country to a pharmaceutical power, focusing on the innovative breakthroughs and application development of leading technologies such as cutting-edge general biotechnology, new biomedicine, and regenerative medicine, so as to improve the original level of biotechnology.

The Plan mainly defines the overall ideas, development goals, main tasks and major measures of scientific and technological innovation during the 13th five-year Plan period, which is divided into 8 parts (27 chapters), as follows:

According to the second chapter of the Plan, by 2020, the country's comprehensive innovation capability will rank among the top 15 in the world and enter the ranks of innovative countries; the contribution rate of scientific and technological progress will increase from 55.3% in 2015 to 60%; the added value of knowledge-intensive services will account for 20% of GDP, the number of patent applications under the Patent Cooperation Treaty (PCT) has doubled compared with 2015, and the intensity of R & D investment in the whole society has reached 2.5%.

It is worth noting that many chapters of the Plan are related to biomedicine, covering many hot fields, such as immunotherapy, gene therapy, cell therapy, stem cell and regenerative medicine, genomics, gene editing technology, structural biology, precision medicine, reproductive health and birth defect prevention and control, in vitro diagnosis, vaccines, antibodies, structural biology, human microbiology and so on. Chapter IV implementation of major scientific and technological projects that have a bearing on the overall and long-term situation of the country

I. in-depth implementation of major national science and technology projects

The "Plan" is clear, we will continue to overcome key core technologies such as "nuclear high base" (core electronic devices, high-end general-purpose chips, basic software), integrated circuit equipment, broadband mobile communications, CNC machine tools, oil and gas development, nuclear power, water pollution control, transgenic, new drug creation, infectious disease prevention and control, and so on, we will strive to solve major scientific and technological problems that restrict economic and social development and have a bearing on national security.

II. Deploy and launch new major scientific and technological projects

The "Plan" points out that facing 2030, we will select another batch of major scientific and technological projects that reflect the country's strategic intentions, and strive to make breakthroughs. Proceed from the longer-term strategic needs and persist in having something to do and something not to do Strive to be used in aero-engines and gas turbines, deep-sea space stations, quantum communications and quantum computing, brain science and brain-like research, national cyberspace security, deep space exploration and spacecraft on-orbit service and maintenance system, seed industry independent innovation, clean and efficient utilization of coal, smart grid, integrated information network, big data, intelligent manufacturing and robots, research and application of key new materials, We will take the lead in making breakthroughs in key directions such as comprehensive environmental management and health security in Beijing, Tianjin and Hebei.

Focus on the deployment of cutting-edge common biotechnology, new biomedicine, green biological manufacturing technology, advanced biomedical materials, utilization of biological resources, biosafety, research and development of life science instruments and equipment, etc., speed up the innovative breakthroughs and application development of leading technologies such as synthetic biotechnology, biological big data, regenerative medicine and 3D biological printing, and improve the original level of biotechnology. Strive to achieve integrated breakthroughs in a number of fields, promote technological transformation and application and serve the country's economic and social development, and greatly improve the international competitiveness of the bio-economy.

III. Developing population health technology

We will focus on the tasks of disease prevention and control, precision medicine, reproductive health, rehabilitation and old-age care, drug quality and safety, innovative drug development, localization of medical devices, and modernization of traditional Chinese medicine, speed up breakthroughs in key technologies such as chronic disease screening, intelligent medical care, and active health, strengthen the popularization of disease prevention and control technology and the transformation and application of new clinical technologies and products, and establish and improve the clinical medical technical standard system.

Chapter VIII continuous strengthening of basic Research

I. strengthening free exploration and discipline system construction

Strengthen the construction of discipline system. Attach importance to basic disciplines such as mathematics, physics, chemistry, astronomy, geosciences and life sciences, promote the sustainable development of disciplines, strengthen the construction of new disciplines such as information, biology and nanosciences, encourage interdisciplinary research, and promote the intersection and integration of disciplines. Attach importance to the core scientific problems to be solved in industrial upgrading and structural adjustment, and promote the development of applied disciplines such as environmental science, marine science, material science, engineering science and clinical medicine. The total number of papers in various disciplines and the number of papers cited have further increased, and the academic influence of some disciplines has reached the leading position in the world.

Second, strengthen the goal-oriented basic research and cutting-edge technology research

Focus on the basic research on the deployment of major national strategic tasks. Facing the major needs of the country, the main battlefield of the national economy, and major strategic tasks related to the national economy, the people's livelihood and the core competitiveness of industry, we should refine the key scientific issues in modern agriculture, population health, resources, environment and ecological protection, industrial transformation and upgrading, energy conservation and environmental protection, new energy, and new urbanization, promote the close integration of basic research with the needs of economic and social development, and provide source supply for innovation-driven development.

In the face of the frontiers of world science and the future development trend of science and technology, we should choose strategic and forward-looking major scientific issues that have a strong driving role in promoting the ability of sustainable innovation and a good reserve of research foundation and talents. we will strengthen the organizational model of large-scale scientific research characterized by original innovation and system layout, deploy key special projects for basic research, and achieve major scientific breakthroughs and seize the commanding heights of world scientific development.

Chapter 11 Building a Highland of Regional Innovation

Support Beijing and Shanghai to build a scientific and technological innovation center with global influence

We will support Shanghai to give full play to its advantages in science and technology, capital, market and other resources and its highly internationalized opening up, and build a scientific and technological innovation center with global influence. Aim at the forefront and top level of world science and technology, and lay out and build a group of world-class major scientific and technological infrastructure. We will support the construction of a number of scientific and technological innovation platforms for biomedical, integrated circuit and other advantageous industries, so as to form internationally competitive high-tech industrial clusters.

IV. Strengthening cooperative research with countries along the "Belt and Road Initiative" route

We will actively carry out cooperative research on major scientific issues and address common challenges. We will strengthen substantive cooperation in agriculture, population health, water control, desertification and salinization control, environmental pollution monitoring, seawater desalination and comprehensive utilization, marine and geological disaster monitoring, ecosystem protection, biodiversity protection, world heritage protection and other major public welfare science and technology fields, and promote the joint development of biological resources and the promotion of health services in traditional Chinese medicine, ethnic medicine and other fields.

We will strengthen cooperative development and industrial demonstration in the fields of aerospace, equipment manufacturing, water-saving agriculture, biomedicine, energy conservation and environmental protection, new energy, information, and ocean, so as to enhance the innovation capability of China's key industries. We will strengthen the construction of the "Belt and Road Initiative" regional innovation center, support the construction of the Silk Road Economic Belt Innovation-driven Development pilot Zone, and support Fujian's construction of the 21st century Maritime Silk Road core area.
