Editor's note: with the concept of "Internet +" deeply rooted in the hearts of the people, rural e-commerce is developing rapidly. Cultivating farmers' Internet awareness and increasing farmers'e-commerce knowledge and ability has become an important part of farmers' training. How to cultivate new growth points in rural areas and increase farmers' income? Please take a look at this issue--

"Boss, please buy me a pair of size 42 leather shoes." "Boss, please buy me some boxes of mosquito-repellent incense." Recently, Zu Jiajie, a partner of Taobao Point in Zuyao Village, Chenwei Township, which is located on the bank of Hongze Lake, is particularly busy.

"all right! Aunts and uncles, don't worry. Take your time. There are only a few people in all. Before long, everyone can buy what they want. " Zujia comforted the villagers while he was busy at the festival.

In fact, such a busy scene, that is, more than a year. As recently as April last year, he was "indifferent" to e-commerce. "one day, I was suddenly informed to attend Taobao training, so I passed with the idea of giving it a try. Hey, after listening to a few classes, I became a partner when I was tempted. I didn't expect business to be so hot. "

From "farmer" to "shopkeeper", farmers embrace the Internet

In Sihong County, through the training "enlightenment" organized by the county, such as Zu Jiajie, through the government to pay the bill training, from a "layman" to a "shopkeeper" can be found everywhere.

Sihong County is a traditional agricultural county, with nearly 200000 farmers working outside every year. They are not only far away from their hometown, but also far from their relatives, and their income is not very high. In addition, the county began to explore the appropriate scale of land transfer management in 2012. Up to now, more than 60% of the land in the county has achieved large-scale operation, more than 8200 business entities have emerged, and more than 100,000 labor force has been liberated from the land.

How to let these farmers who leave the land not only get the land rent, but also increase a stable income has become a difficult problem for county leaders to solve.

After repeated research and drawing lessons from the experience of other places, the leaders of the county finally decided to take e-commerce as a problem-breaking work to increase farmers' income.

Although the development of e-commerce has the advantages of small investment, low threshold and quick results, it is still strange and fresh for farmers who are used to facing the loess. To this end, the county step by step, starting from the training, let farmers feel the Internet as soon as possible, familiar with the Internet, and then embrace the Internet.

Training is subsidized, entrepreneurship has a platform, and rural e-commerce is ignited.

Starting from 2014, when you walk into the Sihong County Network Entrepreneurship Park in Sihong County Economic Development Zone at 6 p.m. every Saturday night, you will always see the conference room brightly lit and nearly 100 people fill the small conference room. On the stage, online business lecturers talk about it; off the stage, "students" listen attentively and record. Almost all the "students" who barely know each other are farmers from various villages and towns in the county. This kind of training, known as "six-six entrepreneurship", has been going on for more than 2 years.

This is a microcosm of systematic training for farmers in Sihong County. In villages and towns, such training is held almost once a week in township and village units. All the training is paid for by the government, and farmers attend lectures free of charge. A set of data provided by the Sihong County Bureau of Commerce shows that since the first half of this year alone, a total of 11600 people have been trained in various types of e-commerce training in the county.

At the same time, the county also encourages qualified social professional training institutions to participate in Sihong county e-commerce business training and give economic subsidies to approved training projects. The initial training carried out by training institutions shall be subsidized at 400 yuan per person, the promotion training carried out by training institutions at 600 yuan per person, and the elite training carried out by training institutions at 800 yuan per person.

After farmers have mastered the relevant technology through training, the county, township and village levels actively build an e-commerce business incubation platform for them. At the county level, create a colorful Sihong network entrepreneurial industrial park in the county, as a leader in the development of e-commerce in the county, and encourage the development of e-commerce agglomeration. The park covers an area of more than 50 mu, with a total construction area of 80,000 square meters, integrating production, sales, warehousing, logistics, training, experience and other functions, and has become a county-level e-commerce entrepreneurial pilot area. In the year it was founded, it attracted more than 100 e-commerce enterprises to settle in; at the township level, relying on 23 township industrial concentration areas throughout the county, a colorful Sihong Entrepreneurship Park (incubation center) was established to give full play to its functions of training, incubation and agglomeration. Excellent township e-commerce enterprises such as Niuniu e-commerce, Yaya e-commerce, Jin Jiyu towels and Yu Wenwu handicrafts have emerged successively. At the village level, we have carried out in-depth cooperation with Alibaba's rural Taobao, building more than 120 rural Taobao village-level service stations to promote the two-way circulation of "online goods to the countryside" and "agricultural products to the city".

There are a lot of preferential policies to encourage e-commerce to start a business.

In Sihong County, there are a lot of preferential policies to encourage farmers to start their own e-commerce businesses. For online business incubators with a construction area of more than 2000 square meters (including) in villages and towns, with perfect supporting facilities such as training, warehousing, logistics and local product display, and stationed in more than 10 normal operating e-commerce enterprises, an one-time subsidy of up to 100000 yuan shall be given. Encourage the uplink of characteristic agricultural products, and select 10 demonstration stores of "one product, one shop in one village" every year, each giving a reward of 10,000 yuan. For the e-commerce service sites with perfect service functions and outstanding uplink performance of local products, the top 10 are selected every year, the honorary title of "Top Ten Village E-commerce Service sites" is awarded, and a reward of 10,000 yuan is given to each site. Every year, 10 "excellent enterprises in online sales" are selected, each with a reward of 50,000 yuan. E-commerce R & D projects with independent intellectual property rights shall be rewarded according to 10% of the actual investment, with a maximum of no more than 1 million yuan; for small WeChat e-commerce businesses that sell local characteristic agricultural products and have an annual express delivery volume of 5000 pieces, give a subsidy of 0.5 yuan per courier.

Logistics is the wing of e-commerce. Sihong County through the policy lever to encourage the development of the logistics industry, so that Sihong e-commerce industry "fly" further. The county clearly stipulates that for well-known express logistics enterprises that set up branches in the net creation Park or Express Logistics Park, if the annual delivery volume reaches 1 million and 2 million for the first time, they will be given an one-time reward of 50, 000 yuan and 100000 yuan, respectively. Up to now, more than 500 logistics enterprises have sprung up in the county.

A package of preferential policies and a good network business environment, like a spring breeze and drizzle, nourish the split development of Sihong e-commerce. Up to now, a total of 7500 e-commerce operators of a certain scale have emerged in the county, of which more than 6000 farmers have become "shopkeepers".

Farmers will benefit most from the vigorous development of e-commerce in Sihong County. Cui Jinchuan, a farmer in Jieji Town, works eight hours a day for goods sorting in an urban express delivery company, earning more than 4000 yuan a month. Liu Xianzhan, deputy director of the Sihong County Bureau of Commerce, said that at least 35000 farmers have been provided with jobs in the county's numerous electronic shops and extended industrial chains. Although they are not all "long-term workers", their average annual wage income will not be less than 20,000 yuan. Migrant workers plus farmers "shopkeepers", there are a total of 41000 farmers in the county are pulling the network cable to run a well-off society.
