A cup of milk is a strong nation, and the development of the dairy industry is closely related to every Chinese. However, the 2008 melamine incident dealt a major blow to China's dairy industry. Learn from the bitter experience and be reborn in the fire. After 8 years of hard work, China's dairy industry has achieved great-leap-forward development, the level of dairy quality and safety is in the best period in history, and the integrated development of dairy industry has achieved initial results. In the face of huge market potential, the national dairy industry has a bright future.

China's dairy industry is an industry that affects the upper and lower levels and connects urban and rural areas. Upstream is more than 1.5 million dairy farmers, the middle reaches is 638 large-scale dairy enterprises, downstream involves almost every family, especially infant milk powder, is the sustenance of every parent's love. Since 2008, China's dairy industry has gradually made efforts from the aspects of policy top-level design, milk quality assurance, industrial transformation and upgrading, and began to embark on the road of revitalization.

"after eight years of efforts, China's dairy industry has achieved great-leap-forward development. At present, the level of quality and safety is at its best in history. We are confident that in five to 10 years, we will strive to reach the international advanced level of dairy quality by 2020, enter the ranks of world dairy powers as a whole by 2025, achieve the goal of revitalizing and developing the dairy industry, and firmly hold the 'milk bottles' in our own hands. " Han Changfu, Minister of Agriculture, said.

Policy funds work at the same time

In October 2008, the first regulation of China's dairy industry, the regulations on the Supervision and Management of Dairy quality and Safety, was officially issued, which opened the prelude to strengthening the top-level design and comprehensively rectifying the dairy industry. In the past few years, the normative documents of China's dairy industry have appeared in the public view with a very high frequency. Among them, infant formula milk powder has always been the top priority of dairy management. The state twice reviewed the production license of dairy products and infant formula milk powder enterprises, eliminated a number of enterprises with unguaranteed milk sources and backward production technology, and strictly regulated the system of raw materials, production process and batch inspection of finished products for dairy enterprises.

At the same time, a series of real financial subsidies have entered the dairy industry one after another. From 2008 to 2015, the support funds for dairy industry in China are mainly concentrated in the subsidy of improved varieties of dairy cows, large-scale breeding of dairy cows, the demonstration establishment of high-yield and high-quality alfalfa, and the measurement of cow production performance, covering the whole industry chain of production, with a total investment of 8.66 billion yuan.

Policy and funding are gradually showing momentum. In 2015, the proportion of large-scale farming of dairy cows nationwide was close to 50%, an average increase of about 4% per year; more than 70% of dairy farms adopted full-mixed diets, and a production system dominated by large-scale dairy farms and medium-and high-yield dairy herds was initially formed; mechanized milking and cold chain storage and transportation have been fully realized, promoting revolutionary changes in the quality and safety of China's dairy industry.

"affected by the infant milk powder incident, the market share of imported milk powder in China once reached 75%, but the latest data show that the market share of domestic milk powder has gradually returned to more than 50%." Wei Lihua, president of Hebei Shijiazhuang Junlebao Dairy Co., Ltd., said.

A number of internationally recognized transcripts, written in the re-emergence of Chinese dairy brands. Yili and Mengniu have entered the top 20 of the world dairy industry; Junlebao infant milk powder has passed the top certification of the global food safety standard A+ and has entered the Hong Kong market; Modern Animal Husbandry and Feihe Dairy have won the gold medal of the World Food quality Evaluation Conference. "there is a clear sense that consumer confidence is recovering." Gao Lina, chairman of modern animal husbandry, said.

Strict supervision and self-discipline should be strengthened.

The recently released "China Dairy quality report" shows that the qualified rate of illegal additives in fresh milk in China has been 100% for seven consecutive years. In 2015, the average percentage of milk protein and milk fat, which marked the quality of dairy products, reached 3.14% and 3.69%, respectively, which were 0.34 and 0.59 percentage points higher than the national standard of "raw milk" in China. The total number of colonies is far lower than the national standard, and the main quality and health indicators have reached the level of developed countries.

"these groups of key indicators mark a significant improvement in the quality and safety of dairy products. Since 2009, we have led 43 quality inspection institutions across the country to implement the national fresh milk quality and safety monitoring plan, sampling inspection covers all milk stations across the country, testing indicators cover all prohibited additives, monitoring coverage covers all raw milk purchasing stations and raw milk trucks throughout the country, and 10 indicators such as melamine and colony count are monitored. " Wang Jiaqi, director of the Milk and Milk products quality Supervision, Inspection and testing Center of the Ministry of Agriculture, said that a strict supervision system for the whole industry chain of the dairy industry has been built.

Enterprise management and large-scale pastures have natural advantages for quality control. However, China is in a critical period of the modernization of the dairy industry, there are many small and medium-sized farmers, these farmers management is relatively weak, the degree of social organization is low, how to control the quality of milk source?

Sun Guoqiang, president of Zhongding Animal Husbandry, said that the company adopts the "stock integration, full trusteeship" model of "company + base + farmers", uses large enterprises to drive the integration of small and medium-sized farms, and cooperates with dairy farmers to control the quality of small and medium-sized farms. At present, through entrustment, contracting and technology export, Zhongding Animal Husbandry has hosted more than 140 pastures in 15 provinces and cities across the country, involving 100000 dairy cows and radiation driving more than 3000 farmers.

"We equip small and medium-sized farms with specialized dietitians, feed formulators and veterinarians to meet their needs for nutrition, feeding, breeding and so on. Professional feeding methods have greatly improved the quality of milk. the number of somatic cells of dairy cows in Zhongding trust farm is less than 200000 per milliliter, which is far lower than the target of 400000 in the European Union and New Zealand. " Sun Guoqiang said.

Transformation and upgrading to revitalize the dairy industry

The revitalization of the dairy industry must be transformed and upgraded. Li Shengli, chief scientist of the national dairy industry technology system, said that due to the strong implementation of the strict control policy and the gradual standardization of the market, the proportion of standardized scale farming of more than 100 dairy cows in China reached 48.3 percent in 2015, an increase of 28.8 percentage points over 2008. Milk sources from large-scale farms account for more than 60%. This breeding pattern is conducive to the transformation and upgrading of the industry.

Once the labor pains, in exchange for the rapid progress of the integration process of the dairy industry. Gu Cheng, vice president of the China Dairy Association, said that the integration of the dairy industry should achieve the integration of "planting, raising and adding" and "production, plus marketing". Only through integration, can we really establish a close interest connection mechanism, and then achieve more controllable quantity and quality. This can fundamentally solve the contradiction of "small, scattered, low and poor" in the traditional dairy industry.

At present, China has achieved initial results in promoting the integration of the dairy industry. In 2015, the proportion of self-built and shareholding milk bases of national dairy enterprises exceeded 20%, nearly tripling that of 2008. Such as Huishan Dairy, modern animal husbandry dairy cattle are about 200000, alfalfa planting area are more than 100000 mu, milk sources are all self-sufficient, becoming a model of breeding giants and integration. At the same time, there are 15100 specialized dairy farmers' cooperatives across the country, an increase of 6.2 times over 2008, and the professional ability of dairy farmers has been significantly improved.

Gao Hongbin, president of the China Dairy Association, believes that the development goal of the dairy industry under the new normal is not the increase in quantity and scale, but the improvement of quality. Reform traditional industries, reduce costs, enhance efficiency and enhance competitiveness with modern science and technology, material equipment, development concepts, mode of operation, and industrial organization.

"there is great hope for the revitalization of China's dairy industry." Han Changfu said that China's dairy industry is ushering in good opportunities. At present, the per capita milk consumption in China is only 1/3 of the world average and 1/2 of that in developing countries. In the future, with the increase in income, population growth and the improvement of the level of urbanization, especially after the full liberalization of the second child, the consumption demand for dairy products will continue to increase. The huge market potential means that the national dairy industry has a bright future.
