Definition of applicable object

The range of personnel for the implementation of the policy is from the trial of compulsory military service on November 1, 1954 to the implementation of the regulations on the Placement of retired soldiers. Retired rural soldiers who are over 60 years old (including 60 years old) and do not enjoy regular pension subsidies from the state. Retired soldiers from rural areas are defined as those who are still registered in rural areas when they retire and who change to non-agricultural household registration after they are settled in rural areas when they retire. Verification and confirmation of personnel identity

The verification and confirmation work shall be organized and carried out in accordance with the principle of territorial management, and shall be uniformly investigated, examined and declared by the village (neighborhood) committee, township (town, street) and county (city, district) civil affairs departments of the place of domicile.

1. Policy publicity: civil affairs departments at all levels should extensively adopt the forms of media broadcasting, posting notices, and door-to-door propaganda to ensure that the policy contents are publicized in place, make them well-known, and prevent the problem of missing inspection and recognition due to inadequate policy publicity.

2. 3. Preliminary examination: the declaration materials of the relevant personnel shall be examined by the village (neighborhood) committee and reviewed by the township (town, street), and the registration work shall be done well. After signing opinions that meet the requirements, the relevant materials such as the registration and examination form, the roster of personnel and copies of relevant personal data shall be submitted to the civil affairs department at the county level. If they do not meet the requirements after review, they shall state the reasons in writing and inform themselves.

4. The joint examination found that the civil affairs department at the county level shall organize special personnel to seriously verify the identity of the materials reported by townships (towns and streets), and examine and determine their age and years of compulsory military service one by one. Those that meet the requirements shall be publicized by the village (neighborhood) committee where the applicant is located. If there is any objection during or after the publicity period, the civil affairs department at the county level shall organize special personnel to investigate and verify it. If it is found that it does not meet the requirements, it shall notify me in writing and explain the reasons. If there is any doubt in the process of investigation and verification, instructions shall be sought step by step to ensure that the determination work is carried out safely and smoothly. The basis of the joint examination shall be personal files, retirement certificate, household registration book, ID card and other valid supporting materials. If there is a discrepancy between the personal file and the ID card in the determination of the age, the ID card shall prevail, and if the personal file does not match the retirement certificate in the determination of the number of years of service, the personal file shall prevail. For the informant who is unable to provide valid certification materials, the township (town, street) civil affairs assistant shall conduct a joint examination with the Ministry of people's Armed Forces at the same level, the village (neighborhood) committee and the identified fellow townsman (town, street), and those who enlist in the army and serve with the army in the same period, after the formation of the summary of the meeting and discipline, together with the relevant materials to the civil affairs department at the county level for examination and approval.

5. establishing files: the civil affairs departments at the county level should establish and improve the files and data of the applicants and registrants, and conscientiously do a good job in timely updating and dynamic management. The forms that need to be filled out by the relevant personnel in the process of verification and confirmation shall be made by the civil affairs department at the county level according to the local conditions, however, the contents of the form shall include the items in the Information Collection form for retired Rural soldiers over the age of 60 (Annex) issued by the Ministry of Civil Affairs. After the completion of the examination and approval work, the civil affairs department at the county level shall fill in the qualified personnel information into the "Information Collection form for retired Rural soldiers over the age of 60" and uniformly enter into the information management system for preferential recipients, like other preferential recipients who enjoy regular state pension subsidies, to form a regular updating mechanism every year.

Statistics of information data

After the completion of the examination and approval of the objects who meet the conditions for treatment, the civil affairs departments at the county level shall timely statistics and verify the data, and copy them to the financial departments at the same level for review and report step by step. The provincial civil affairs department should send the statistical results of some retired rural soldiers in this area to the Ministry of Civil Affairs and the Ministry of Finance before October 30, and strive to distribute the living allowance for the elderly to each object by December 31. When submitting information and data on objects who meet the conditions for enjoying treatment, all localities shall submit it together with the number of objects that will meet the conditions for enjoying treatment in the following year.
