Liu Jingtang is the chairman of Junwei Meat Sheep Breeding Professional Cooperative in Yongjin Village, Balag Township, Xing 'an League. In 2011, Liu Jingtang took the lead in developing standardized fattening sheep industry in response to the call of the flag government to close mountains and ban grazing. After careful breeding and scientific management, four batches of 800 sheep in 2011 brought him 160,000 yuan of income, with an average net income of 200 yuan per sheep. In 2013, Liu Jingtang established a cooperative to drive 200 farmers in Yongjin Village to raise fattening sheep. At present, Junwei Cooperative has more than 130 members, Yongjin Village has more than 20 breeding households with more than one thousand mutton sheep per year, and the direct economic benefits of the village reach more than 5 million yuan. At present, there are 6 villages in Balagudi Township to develop fattening sheep industry.

It is understood that as early as 2008, in order to realize the improvement of ecological environment and sustainable development of animal husbandry, the government of Keyou Front Banner formulated animal husbandry policies of closing mountains and banning grazing, returning farmland to grass and implementing standardized breeding. In August 2013, the project of sheep breeding standardization demonstration area in Keyouqian Banner passed the evaluation of the 8th batch of national agricultural comprehensive standardization demonstration area projects by the National Standardization Committee. In recent years, the flag government has encouraged and supported the construction of standardized sheep farms in agricultural and semi-agricultural and semi-pastoral areas in the form of "rewarding instead of subsidizing".
