In recent years, many Internet e-commerce enterprises are entering the countryside and deeply cultivating the rural market. However, at present, in addition to postal services, the logistics routes and service stations of most logistics enterprises extend to the county seat at most, and the towns and villages have limited access. The "lame" logistics has become a stumbling block for e-commerce to the countryside, which has also affected the further improvement of the quality of life of rural residents.

The biggest problem of rural express delivery is concentrated in sending from the county distribution center to each village. Due to the dispersion of villages and unstable express delivery volume, how to plan the distribution route is the biggest problem of rural "last kilometer" distribution.

How does rural logistics get through the "last kilometer"? How to quickly enter the village for large items such as home appliances and household appliances purchased online? With these questions, the reporter conducted an interview.

"Beijing online shopping, the same day delivery is not a problem; and rural residents online shopping a commodity, three or five days to arrive is very good." Wang Fei, who works in Beijing, often buys some goods online to his hometown in rural Shandong.

According to statistics, the average time limit for packages entering county-level distribution stations is about 3 days, which is not much different from the speed of urban logistics. The difference of logistics speed between urban and rural areas is reflected in the process of package delivery to towns after arriving at county seat. From county-level distribution stations to village-level distribution stations, only 50% of packages can be delivered within two days before October 2015, and more than 95% of packages can be delivered within two days after October 2015. In rural areas where village shopping is opened, 1-2 days is the general time difference between urban and rural packages.

The rural market has undoubtedly become the point of competition for e-commerce enterprises to "attack the city and seize the land". However, at present, the "nerve endings" of large national logistics enterprises only extend to the county level, there are few points in towns and villages, and the logistics distribution efficiency is low, and the distribution capacity is insufficient.

"Especially some fruits out of season. I want to give them to my parents to taste, but they're already a little rotten when I mail them home." Wang Fei said, sometimes some express delivery also get the county from the point to pick up.

According to introduction, compared with national large logistics enterprises, some small and medium-sized logistics enterprises with provinces, cities and counties as regions have certain advantages in regional distribution and entering villages and households. At present, online shopping enters thousands of households, and the structural contradiction faced by the logistics industry is: as far as farmers buy industrial goods and consumer goods online, large logistics enterprises do not lack orders and lack transportation capacity; while small and medium-sized logistics enterprises are faced with the situation that orders are reduced or even no orders can be dispatched due to regional restrictions, and the transportation capacity is relatively abundant.

Can the distribution network between national and regional logistics enterprises be woven together to complete a supply-side structural reform of logistics transportation resources?

At the end of May this year, at the 3rd China County E-commerce Summit, Xiong Jian, head of rural logistics of Cainiao Network, said that Cainiao Network is using the data system to organize the transportation capacity of express delivery and logistics companies everywhere to build a denser and deeper distribution network in rural areas. Through the rural terminal logistics network, more than 30% of rural packages can reach the county on the same day, and nearly 70% of packages can also reach the village the next day. Cainiao Network has established a rural terminal network covering more than 320 counties and nearly 16,000 rural service stations nationwide.

The demand for services has soared, especially the distribution of large items.

At present, rural consumers buy goods online, logistics timeliness is not guaranteed, service is not standardized, large-sized goods cannot be delivered to the door, logistics costs are relatively high, rural consumers are difficult to enjoy the same after-sales service experience as cities.

"With the rapid development of online shopping, the demand for logistics, installation and other last kilometer services has increased sharply, especially for the distribution of medium and large commodities." Yuan Jian, general manager of Haier's Rishun Express Line, said that during the "Double 11" e-commerce promotion period, logistics demand broke out, resulting in a situation of "affordable waiting".

Because of the scattered rural population and no cluster advantage, the cost of express delivery enterprises in villages and towns is too high. Statistics from the State Post Office show that the township coverage rate of express outlets in 2015 was only 48%.

"The logistics coverage rate of large commodities such as home appliances and household appliances is lower. Most of them have to be picked up at the site, not to mention installation and debugging." Yuan Jian believes that there is a strong demand for two-way commercial flow of industrial products, consumer goods to the countryside and agricultural products into the city, and the "last kilometer" market prospect of rural logistics services is broad.

"Rishun Express has been able to realize one-stop service for delivery." Yuan Jian said that Rishun Express has a logistics network of 103 storage centers, more than 90,000 vehicles and more than 3300 distribution lines; the synchronous delivery service has reached zero blind area coverage nationwide, and can be reached in 2915 districts and counties (including towns and villages) nationwide. At present, Rishun Logistics has attracted Taobao, Jingdong and other e-commerce customers in the field of e-commerce logistics, occupying more than 60% of the market share in the online large-sized market.

Open logistics platform, let idle drivers become distributors

Relying on Haier after-sales outlets and vehicle resources of sales delivery companies, the "last kilometer" distribution and installation service established to undertake Haier e-commerce platform and Alibaba, Jingdong and other platforms is only version 1.0 of Rishun Express.

"At present, there are 30 million idle transportation capacity in the society. If this team is well integrated, it will undoubtedly make up for the shortcomings of e-commerce going to the countryside." According to Yuan Jian, Rishun Express will be built into an open driver entrepreneurship platform.

Yuan Jian called every driver who joined the platform with a car "Che Xiaowei". These small teams of drivers shall undergo standardized transportation capacity training and installation training provided by the platform to meet the requirements of integration of delivery and installation of Rishun Logistics. "Each car is a small and micro company that has zero distance contact with users, earns salary according to user evaluation, and is responsible for its own profits and losses." This platform is similar to the truck version of "Didi Taxi". At present, 90,000 "small cars" have joined the platform to start businesses, driving more than 180,000 entrepreneurs. Qu Mingkai of Qingdao is one of them. Previously, he was a truck driver who lived under the bridge. After training in refrigerator delivery installation, he obtained the installation certificate. Qu Mingkai's income has increased a lot through home appliances.

In addition to integrating existing logistics resources, Alibaba and other e-commerce platforms are also promoting the county and township two-level operation system of "county-level service center + rural service point" to carry out network layout. Taking Shandong Boxing as an example, at present, Ali has cooperated with Boxing County to build a county-level operation center of more than 800 square meters and a logistics distribution center of 500 square meters. It has taken the lead in building a town-level service center in Shandong Province. There are 47 village-level service stations, with nearly 45,000 orders completed accumulatively, with a turnover of more than 4 million yuan. Several village shopping service stations have purchased automobiles, pianos, household appliances and other bulk high-end commodities respectively.

Logistics and channel construction is good, agricultural products into the city is also convenient. Jia Peixiao, who sells grass and willow weaving online in Wantou Village, Jinqiu Street, Boxing County, Shandong Province, said,"After the village has a service station, the delivery efficiency is obviously improved, and there is no need to worry about whether there are orders or not."
