Some people also ask whether it is possible to lower the threshold of entry and give more room for all kinds of market players to buy grain. From one side, these voices reflect the expectations of all sectors of society to continue to deepen the reform of the grain circulation system.
In fact, from the abolition of grain stamps in 1995 to the complete end of the 40-year-old grain purchase and marketing system, to the clear and comprehensive liberalization of the grain purchase and marketing market in the No. 1 document of the Central Committee in 2004, there has been a great step forward in the reform of China's grain circulation system. In recent years, grain enterprises, grain brokers and other new market players have developed rapidly, which has played an important role in unblocking grain circulation channels and facilitating farmers to sell grain. However, with the emergence of new problems and new situations, such as upside down grain prices and high grain stocks at home and abroad, new requirements have been put forward for the reform of grain circulation system.
Grain circulation cannot be done without a threshold. In accordance with the current regulations on the Administration of Grain Circulation, operators engaged in grain purchase activities shall have the ability to raise funds, have the necessary grain storage facilities, and have the corresponding ability of grain quality inspection and safekeeping, and must obtain permission through examination and approval. In practice, many places also stipulate that there should be fixed places, purchase points, a large number of registered capital and so on. It may not be very difficult for grain purchasing and marketing enterprises to meet these requirements, but many individual grain brokers can not reach them at all, and farmers need them very much, so the phenomenon of individual grain sellers collecting grain without a license is more common in rural areas.
Grain brokers collect grain and finally sell it to grain stations and grain enterprises. as long as it is well guided and supervised, it will not affect the order of the grain circulation market, but will be a useful supplement to the main body of the grain purchase and sale market. At the moment of vigorously promoting streamlining administration and delegating powers, can the threshold for grain vendors to handle grain collection permits be lowered? Can it be more convenient to go through the formalities? Can it be changed from license system to record registration system? These problems are worthy of careful study by the departments concerned.
At present, comprehensively deepening reform has entered a critical period, and reform must be accurately aligned with the needs of development, the expectations of the grassroots, and the aspirations of the people in order to better move forward. In fact, similar to grain brokers receiving grain without a license, there are still many phenomena that the masses have demand, which is already widespread in reality, and that there is a conflict with the current system but the risk is controllable. Blocking may be useless, on the contrary, thinning may be effective. Calculate the big accounts from the overall point of view, find the balance of interests of all parties, through pilot, improvement, rise to laws and regulations, so that more breakthroughs can be found in deepening reform.
The circulation of grain should be strictly regulated and the "fence" should also be removed. Lower the threshold of grain collection permits in order to allow more grain brokers to travel light. Of course, while the reform is carried out, the level of management and services can not be reduced. How to regulate grain brokers and protect the interests of food and farmers is the direction of the next step. As the main body of purchasing such as grain brokers, we should also operate in good faith and maintain the order of the grain purchase market while making it convenient for farmers and earning a reasonable price difference.
