This is the current situation of land development and consolidation that this reporter saw during an interview in a mountainous county in southern Shaanxi last year. On 22 February this year, this newspaper also reported on the implementation of a land reclamation project in a flooded area of the reservoir. No matter it is the development and management of barren grass land, or land reclamation or land development and consolidation, it is the main channel to supplement cultivated land, and it also belongs to a way to balance the occupation and compensation of cultivated land, but it is worth noting that at present, there are widespread phenomena in many places, such as occupying the advantages and disadvantages, occupying paddy fields and replenishing dry land.

The emergence of this phenomenon stems from the fact that in recent years, under the background of vigorously promoting urbanization, local governments at all levels are facing the pressure of the expansion of new cities and the transformation and upgrading of old cities, and the demand for the development of new construction land and stock construction land is growing. with the continuous replenishment of cultivated land, cultivated land reserve resources, especially high-quality reserve resources are increasingly lacking, and it is more and more difficult to supplement cultivated land. In particular, it is difficult to directly reclaim cultivated land and paddy fields of the same quality in many places. Therefore, in order to accomplish the task of "occupying and replenishing one," many places have no choice but to find ways to develop barren grassy slopes, and some even appear strange phenomena such as deforestation and reclamation, resulting in the "unbalanced" disadvantage of the balance of cultivated land divination.

It is against this background that the Ministry of Land and Resources recently issued the guidance on the combination of replenishing the quantity of cultivated land and improving the quality of cultivated land to implement the balance between occupation and compensation. The "guiding opinion" points out that we must adhere to the principles of government leadership, adjusting measures to local conditions, safeguarding farmers' rights and interests, and advancing prudently and steadily in the combination of supplement and reform and quality improvement. In this sense, the "guidance" is a reform measure that has been "forced".

At present, the malpractice of "unbalance" exposed in the implementation of cultivated land occupation-compensation balance is: on the one hand, in order to blindly complete the task of occupation-compensation balance, the competent department of land ignores the social, economic and ecological benefits of investment. It is a fact that a large number of land is idle and desolate after a large number of development and consolidation in some places, which inevitably puts it in an awkward position. Secondly, the project evaluation is lack of rigor and science, and the site survey is neglected, resulting in inaccurate planning and design. On the other hand, due to lax supervision, the construction side blindly pursues the maximization of interests while neglecting the project quality, resulting in a variety of problems.

The implementation of the compensation system for the occupation of cultivated land by the state is an important measure to adhere to the red line of 1.8 billion mu of cultivated land. Therefore, we must not "lose balance" or "play the numbers game" in the balance of occupation and compensation. If we ignore the expected benefits of the project itself, the balance of occupation and compensation of cultivated land will become a formality and a formality, and the impact of the national strategy on land security may be inestimable.

From the perspective of reform, there is an urgent need to tilt a large number of scattered special funds invested in the development and consolidation projects of remote and uncultivated barren grasslands and grassy slopes to the improvement and transformation of cultivated land on a certain construction scale. to achieve the balance of cultivated land by the combination of replenishing the quantity of cultivated land and improving the quality of cultivated land. In order to put the reform measures put forward in the guidance into practice, first of all, all localities should study and formulate appropriate supporting implementation methods as soon as possible, and reform the internal mode of the project's occupation and supplement tasks from top to bottom; the key is scientific planning, strict control, improve rules and regulations, and improve regulatory measures. At the same time, we should do a good job in project evaluation and acceptance, explore diversified ways to realize the responsibility of replenishing cultivated land occupied by construction, and promote the overall planning of cross-regional countries to replenish cultivated land.
