Accurate poverty alleviation lies in the precise implementation of policies

At present, China's poverty alleviation and development work has entered a sprint period of gnawing hard bones and attacking fortified villages. In particular, the scale of the poor population in some provinces and regions in the central and western regions is still large, the degree of poverty is deeper, the cost of poverty reduction is higher, and it is more difficult to get rid of poverty. In order to achieve the set goal of lifting more than 70 million poor people out of poverty by 2020, time is very tight and the task is quite arduous. We must attach great importance to and make efforts on the word "precision". To this end, we should step up our efforts in the following aspects:

Finding out the bottom number of poverty is the foundation. It is necessary to define the standard of the poverty line according to the reality of our rural areas. On the basis of their own declaration, the economic accounts will be calculated carefully, clearly and accurately from door to door, including those who are really poor, and excluding those who do not meet the requirements. Classify and set up records according to the causes of family poverty, build an information management platform, and do a good job in ensuring basic data for accurate poverty alleviation.

Innovative ways to help the poor is the key. For the poor people in the whole township and village, we should proceed from the local natural conditions and market demand, adjust measures to local conditions, increase the adjustment of industrial structure, develop characteristic industries, and increase farmers' income. Combined with the characteristics of the population structure of poor families, precise poverty alleviation is combined with rural entrepreneurship. Targeted to increase technical training for the poor groups, so that they can master the skills, improve the scientific and technological content of employment, and rely on science and technology to enhance their "hematopoietic" function. The overall relocation will be carried out for those villages and towns that are located in remote areas, poor natural environment and strong willingness of the masses to move out. At the same time, all poverty-stricken people who have completely or partially lost their ability to work will be included in the rural minimum living standard.

Mobilizing social forces is a help. Encourage and guide advantageous farmers to take the lead and organize poor families to actively participate in cooperative organizations. In villages and towns where the poor population is relatively concentrated, support farmers' professional cooperatives or small and micro enterprises, play the role of business cooperation, and make it a bridge and link between farmers and the market. Compared with other social organizations, enterprises have a wider perspective, more ways and more flexibility to help the poor. Relevant policies should be introduced to actively guide and encourage enterprises to participate in poverty alleviation and development. We will continue to select and send outstanding cadres and scientific and technological professionals to work in the village and directly help them in their homes. Send advanced ideas and practical technologies to villages and households, and strengthen the supporting role of science and technology in poverty alleviation. The Communist Youth League, women's federations and other mass organizations should give full play to their advantages, unite and lead the vast number of young people and women in rural areas, and actively participate in poverty alleviation.

Strengthening organizational leadership is the guarantee. Formulate detailed rules for the implementation of the plan, implement the target responsibility system, strengthen the target assessment in line with the poverty alleviation way of accurate identification, precise assistance, precise management and accurate acceptance, and implement the whole process supervision of poverty alleviation work, follow up the effectiveness and accountability. The government mobilizes relevant departments to actively participate in the task of getting rid of poverty, leaders take the lead, rational layout, precise implementation of policies, and full input. And extensively gather the strength of the whole society to invest in the cause of poverty alleviation and development, focus on precision, deepen assistance, ensure actual results, earnestly improve the level of work, and win the battle against poverty in an all-round way.
