The structural contradiction of too many of the same products is prominent, and there is a lack of registered drugs for some characteristic crops. Third, the profit of pesticide export is thin. The export of pesticides is still in the stage of price, quantity, light brand and "substitute processing" for multinational corporations, and the export share of high value-added preparations is still low. Fourth, overcapacity is becoming more and more serious. The pesticide industry is facing the dual task of resolving structural overcapacity and ensuring the diversified demand of agricultural production.

In the face of the new situation and new requirements, pesticide verification should closely focus on the main line of "improving quality and efficiency, stabilizing grain income and increasing sustainable", and firmly establish the development concept of "innovation, coordination, green, opening up, and sharing". Take the initiative to meet the needs of agricultural supply-side structural reform and planting structure adjustment.

In the concept of management, we should mainly change from mechanism innovation to equal emphasis on system and mechanism innovation, pay more attention to the construction of system and system, and achieve evaluation, management and supervision according to law. For a period of time in the future, pesticide verification work should focus on building a set of rules and regulations linked with the new regulations, constantly improving the legal level of pesticide management, establishing a set of market supervision mechanism covering production and operation, constantly improving the accurate level of pesticide supervision, perfecting a set of technical standards and norms based on risk assessment, and constantly raising the scientific level of pesticide registration and evaluation. Create an open and shared pesticide big data platform, constantly improve the information level of pesticide management; consolidate the foundation of system development, and constantly improve the long-term level of supporting the healthy development of pesticide management.

At present, we should focus on several tasks: first, we should speed up the drafting of supporting rules and regulations of the "regulations" and make good preparations for the implementation of pesticide production and management permits. The second is to improve the registration and evaluation mechanism and speed up the registration of products urgently needed in modern agriculture. Fourth, focus on revising the standard system of agricultural residues, taking into account the gap between urgently needed agricultural production and small crops with special characteristics, and add 1000 new standards for pesticide residues. Fifth, speed up the research and application of risk assessment techniques, study a number of much-needed residue, health and environmental risk assessment technology and method systems and risk assessment standard systems with independent intellectual property rights, on the basis of traceability management of highly toxic pesticides, comprehensively promote the identification code system of pesticide products, and promote the traceability management of the whole process of the production, operation and use of pesticides.
