Especially in recent years, China's grain production has achieved "twelve consecutive increases". It is gratifying to continuously increase grain production, but it also makes us pay a heavy price, and the constraints of the ecological environment "hoop" on agriculture are tightening day by day. On the one hand, the long-term overdraft and over-development of agricultural resources, a large number of land reclamation, reclamation of lakes and exploitation of groundwater, the utilization of resources is getting tighter and tighter. On the other hand, the agricultural non-point source pollution is aggravated, the soil is degraded, and the carrying capacity of the ecological environment is getting closer and closer to the limit, which has turned on the red light.

In the face of the pressure of resources and environment, making use of the loose environment of ample food supply at the present stage, the pilot system of fallow cultivated land can be carried out in some areas, which can not only let the overtired cultivated land catch their breath and relieve fatigue, so that the ecology can be harnessed and restored; it can also improve the soil and fertilize the soil, enhance the staying power of agricultural development, and realize "storing grain in the land".

There is a consensus on the benefits of fallow farming, but there are still concerns about how to advance the industry. The first is how to really rest. In an interview with spring ploughing production at the beginning of this year, the author talked with an agricultural system cadre about fallow ploughing. In his view, fallow farming could not be realized without supporting policy support. On the one hand, farmers have the real pressure of life, on the other hand, it takes time to change farmers' planting inertia and let them adapt to the new planting methods.

At present, in order to make farmers willing to fallow, the pilot program clearly put forward the subsidy standards for fallow in different areas to ensure that farmers are equal to the original planting income and will not affect their income. What needs to be implemented urgently now is that no matter whether it is to give out cash or discount grain subsidies in kind, they should be given out to the farmers, so that they can have a real "sense of achievement." At the same time, the fallow technical model of sub-regions and crops should be formulated and perfected as soon as possible, and corresponding technical guidance should be given to farmers to adapt to the change of farming methods.

To promote fallow, a more important problem is how to rest without famine. Some people worry that after the land is fallow, will the farmers just let it go? will the good cultivated land grow grass in one year, trees in three years, and basically be abandoned a few years later? It needs to be clear that fallow is to allow the land to recuperate, through the combination of land and land to consolidate and enhance food production capacity. Therefore, the management and protection of cultivated land should not be neglected during the fallow period, and the soil fertility should be restored by guiding and supporting farmers to plant green manure and other land-raising crops, so that the land that is fallow must not be wasted, and the fallow land must not be abandoned. It should also be reminded that although the cultivated land is idle after fallow, it can not change its use and beware of non-agricultural phenomena.

Land is not only the "lifeline" of grain production, but also the fundamental guarantee for farmers' survival. To allow fallow to proceed smoothly, we should not only calculate the big accounts for food security, but also make the farmers' small accounts cost-effective.
