I think it is very timely and important for the Ministry of Agriculture to formulate and publish the "measures for investigation, Monitoring and Evaluation of cultivated Land quality". Now there is an urgent need to further strengthen the quality construction and management of cultivated land.

The general survey of cultivated land quality should be organized and carried out as soon as possible. The results of the first and second national soil surveys in China in 1958 and 1979 have been widely used in agricultural regionalization, comprehensive agricultural development, transformation of medium-and low-yield fields and scientific fertilization. However, over the past 30 years, the intensity of soil use has increased, a large number of exogenous materials have been invested, and the quality of cultivated land has changed dramatically. The original information can not reflect the current quality of cultivated land. It is suggested that the third national survey of cultivated land quality should be carried out as soon as possible. For the purpose of comprehensively checking the current situation of cultivated land quality and making rational use of existing cultivated land resources, field investigation, field sampling, analysis, data analysis, map drawing and other work are carried out step by step from bottom to top. Establish a national, regional and county cultivated land resources management information system, draw cultivated land soil nutrient map, grade distribution map, improvement and utilization zoning map and other professional maps to form a comprehensive and systematic cultivated land quality information results.

Explore the establishment of a compensation system for the quality protection of cultivated land. At present, the system of balance between the quantity of cultivated land and compensation is well implemented, and the trend of continuous reduction of cultivated land has been initially curbed. However, the balance of cultivated land quality is far from being realized. in order to change this situation, it is necessary to increase the investment in cultivated land quality compensation. It is suggested that a cultivated land quality compensation fund should be established as soon as possible, according to the principle of "take it from the soil and use it for the soil". Funds are calculated and allocated according to a certain proportion of the total income of land transfer, which is specially used for the quality construction of cultivated land. At the same time, we will explore the cultivated land quality compensation mechanism of "replacing construction with compensation, promoting construction with awards, and attaching equal importance to the combination of use and maintenance, and supervision", and introduce a technical subsidy policy to encourage farmers to use land to raise land and improve soil fertility. "Land maintenance subsidies" will be issued to farmers directly according to the changes in the area and quality of cultivated land.
