However, the retail price of traditional plastic film is about 10,000 yuan / ton, and the retail price of degradable plastic film is 30,000 yuan / ton. According to 10 kilograms per mu, the investment should be increased by 300 yuan per mu. If there is no high subsidy, degradable plastic film can not be popularized and applied in a large area in agricultural production for a period of time. Therefore, mechanical recovery of residual film has become an important means to solve the problem of residual film. At the same time, due to the increase in the number of tractors going to the ground, which leads to soil consolidation to a certain extent, we should also consider improving the use efficiency of machines and tools, reducing operating costs and reducing the number of times they go to the ground. We should strengthen efforts to encourage and support agricultural machinery enterprises to develop machines and tools for the joint operation of land preparation and plastic film recovery.

The better popularization and use of the residual film recovery machine depends on the recovery and utilization of the residual film. Although the efficiency of mechanized recovery of residual film is high, there is no direct economic benefit in the short term. Many farmers think that it is not cost-effective to rent a machine to collect residual film, which makes it difficult for people to accept mechanized recovery of residual film. Therefore, the development of mechanical recovery of residual film should not only be combined with conventional operations, but also pay attention to the reuse of residual film. Farmers can get economic benefits from the sale of residual film, which will naturally promote the use of mechanical recycling residual film machines, and further promote the healthy development of recycling outlets and granulation enterprises. Only by forming a recycling network of agricultural residual film, which is supported by machinery recovery, farmers' picking up, network acquisition and enterprise processing, will gradually form a win-win situation of increasing farmers' income, enterprise profits and ecological restoration.

Thus it can be seen that the idea of residual film recovery and treatment in Ningxia for more than two years is correct, develop a new type of machinery to improve recovery efficiency, limit the film thickness to achieve mechanical integration, establish a recovery system to support processing enterprises, and turn residual film recovery into an industry. This linkage pattern of "government-driven, enterprise-driven, market-driven and farmers' participation" is an effective strategy to crack the residual plastic film pollution.
