According to the 2016 list of National Central Financial subsidy for General-purpose Agricultural Machinery officially released by the General Office of the Ministry of Agriculture, the subsidy policy in 2016 will be adjusted and improved in the direction of "reducing the scope, reducing the quota, and promoting opening up".

To shrink the scope is to highlight the focus of subsidies. Centering on the transfer mode and adjusting the structure, some low-end, surplus and low value-added products are removed from the scope of subsidies. The reduction of quota means that the subsidy standard can be appropriately reduced for those products whose market is saturated, the market price has fallen or is not the development demand of the local leading industry. Promoting openness means that products within the scope of subsidies can be open to subsidies as far as possible. Change 3: subsidies for comprehensive agricultural projects no longer require independent legal persons

According to the Circular on adjusting and improving the policies related to Comprehensive Agricultural Development and supporting the Development of Agricultural industrialization issued by the State Office of Comprehensive Agricultural Development, there have also been new changes in the application for subsidies for comprehensive agricultural development projects this year.

1. Large agricultural households can also apply for projects and are no longer required to be independent legal persons.

The new policy stipulates that new types of agricultural operators, such as large professional households, family farms, and social service organizations identified or registered by relevant departments, can all be included in the scope of support for industrialized management projects and are no longer restricted by the qualification conditions of independent legal persons.

2. The applicant does not have to make profits for two consecutive years.

For farmers' cooperatives and leading enterprises, as long as they are registered in the industrial and commercial sector for more than one year and have the ability of sustainable management, they can apply for industrialized management projects.

3. The declaration materials are simpler.

According to the new policy, provisions such as "more than 70% from the place where the enterprise is registered, two consecutive years of profits, asset-liability ratio, bank credit rating, 'three no arrears' and net fixed assets" will be abolished in the declaration materials.
