According to incomplete statistics, the actual corn consumption of China's corn deep processing industry in 2015 is about 52 million tons, accounting for 23% of the total corn output in that year. Among them, the largest amount of corn is starch sugar (alcohol) industry, corn consumption is about 16 million tons, followed by commercial starch, corn alcohol, amino acids, organic acids, antibiotics, enzyme preparations, microbial polysaccharides and so on.

40% of the processing volume of large enterprises implements the development of multi-variety and differentiation.

The deep processing of corn in China is mainly concentrated in Shandong, Jilin, Heilongjiang, Inner Mongolia, Hebei, Henan, Anhui, Liaoning and other places. Shandong is the province with the largest scale of corn deep processing and the largest variety of products. There are three corn deep processing enterprise groups with an output value of more than 10 billion yuan in Shandong.

At present, there are 7 enterprises with annual sales income of more than 5 billion yuan in corn deep processing in China, and these seven enterprises accounted for about 40% of the country's total corn processing volume in 2015. A common feature of these large corn processing enterprises is the implementation of multi-variety and differential development strategy in order to maintain their unique advantages in the market competition. From the perspective of development expectations, the number of large enterprises with a scale of 50 to 10 billion may increase in the future through mergers and acquisitions.

The core technology level is not high and the enterprise cost pressure increases.

At present, the main problems in the industry are:

First, there are many potential new products, but putting them on the market is greatly restricted by laws and regulations. In the current economic situation, due to the characteristics of rigid demand for food and health food, scientific research institutes are driven to actively develop all kinds of functional fermentation products and related terminal consumer products. However, due to the increasingly stringent market access requirements of the Food Safety Law, the journey of new products on the market is long, which greatly affects the enthusiasm of enterprises to develop new products.

Second, the level of core technology needs to be improved. One of the important factors affecting the rapid and stable development of China's corn deep processing industry as a whole is the restriction of some common technology, technology and equipment. Although China's fermentation technology has made remarkable progress, a small number of bulk fermentation products have reached the international advanced level, but there is still a certain gap between the core technology level affecting the development of the industry and foreign countries. Although the proportion of R & D investment has increased significantly in recent years, it is still insufficient compared with foreign enterprises, and even our leading enterprises are unable to compete with international multinational corporations, resulting in relatively weak innovation in key technologies and equipment and relatively low proportion of emerging products.

Third, the cost pressure continues to increase. With the reform of the national corn temporary storage policy this year, the problem of corn raw materials, which has been troubling the development of corn deep processing industry in recent years, has been effectively alleviated, but at the same time, with the country's increasing requirements for environmental protection and resource and energy consumption, investment in environmental protection continues to increase, and labor costs are also rising. The increase in cost hinders the export of products and increases the pressure on the development of enterprises, which not only slows down the development of the industry to a certain extent, but also aggravates the reshuffle of the industry.

It is suggested that preferential policies should be introduced to support the industry to tide over the difficulties.

In view of the current problems in the industry, to promote the deep processing of domestic corn and promote the elimination of corn inventory, it is suggested that:

We will appropriately relax restrictions on the corn processing industry. The guidance on promoting the healthy Development of Corn Deep processing Industry issued by the state in 2007 has been implemented for nearly 10 years, and many provisions can no longer meet the needs of current development. for example, there are many restrictions on industry access (project construction approval, product structure adjustment direction, enterprise qualification, etc.) and the proportion of grain consumption scale control, which urgently needs to be revised to cancel some inapplicable provisions. Truly let the market fully allocate industrial resources, in order to further reduce all kinds of costs of production enterprises, change strict criticism into strict control, and adopt strict legal measures to prohibit the operation of enterprises with excessive pollution.

Give tax concessions to corn processing enterprises. Implement value-added tax reduction or tax preferential policies for corn deep processing industry to reduce production costs and promote the stable development of corn deep processing industry, so as to protect farmers' interests in growing grain and increase farmers' income.

Encourage the export of processed corn products. Under the current circumstances, we should increase the export tax rebate for corn processed products in order to increase the share of Chinese products in the international market and increase corn consumption. After the balance of corn supply and demand, the export tax rebate can be flexibly reduced as one of the means of adjustment.

We will formulate subsidy policies to ensure farmers' income and enthusiasm for planting. Such as the implementation of target price subsidies, appropriate increase of agricultural planting land subsidies, try to reduce agricultural planting costs and so on.
