Poverty is a long-standing worldwide problem, whether developed countries in Europe and the United States, or the vast number of developing countries in Asia, Africa and Latin America are inevitably faced with the problem of poverty. Our party and government attach great importance to the work of poverty alleviation and development in rural areas. since the reform and opening up, China's poverty alleviation and development work has been continuously deepened, especially General Secretary Xi Jinping put forward the concept of "accurate poverty alleviation" during his inspection in western Hunan in October 2013. it indicates that China's poverty alleviation and development has entered a new stage.

I. the difficulties faced by accurate poverty alleviation

Precision is the key to poverty alleviation. General Secretary Xi Jinping put forward "six accuracies" and "four practicalities" during the discussion in Guizhou on June 18, 2015, which put forward specific requirements for accurate poverty alleviation work. At present, governments at all levels in China are constantly promoting accurate poverty alleviation work, especially in Guizhou and other places have achieved good results in practice, but there are still some problems, such as difficulties in object identification, dispersion of poverty alleviation resources, lagging infrastructure, weakening of grass-roots organizations and so on.

1. It is difficult to identify poor objects.

Although many places start from the aspects of living conditions, economic income, labor ability, educational burden and social security, through household application, group evaluation, village selection, township (town) review, county approval, etc., in order to ensure the fairness and fairness of the identification, the principle of "nine disallowed" is also put forward, but it is restricted by migrant workers, multiple sources of income and other factors. It is difficult to accurately calculate the income of rural households, and because of the hidden benefits such as the national policy financial support that poor households can get, it is difficult to identify poor objects, and there is even the phenomenon of "some poor households are fighting" in some places.

2. Poverty alleviation resources are relatively scattered.

The dispersion of poverty alleviation resources is an important factor restricting the effect of accurate poverty alleviation. In terms of the current implementation of poverty alleviation projects in China, there are more than 10 departments directly involved in the distribution and management of poverty alleviation funds, including the National Development and Reform Commission, finance, agriculture, water conservancy, forestry, education, health, poverty alleviation office, energy office, transportation, land, grain and so on. Although governments at all levels will coordinate and integrate to a certain extent considering the current situation of scattered poverty alleviation resources, it is objectively difficult to concentrate limited funds on an industry or project, so it is difficult to maximize the benefits of limited poverty alleviation resources.

3. Infrastructure construction lags behind.

The lag of infrastructure construction is a universal problem faced by poor areas, and it is also a "deficiency" that must be made up, which determines whether accurate poverty alleviation can be carried out smoothly. Convenient transportation and communication conditions are the first issues to be considered in the development of industries. at present, there are still many problems in many poor areas, such as difficult travel, difficult farming, expensive electricity, unsafe drinking water, poor living conditions, inconvenient communication, and so on. to a large extent, this not only affects the production and life of the masses, but also restricts the development of village-level industries, which is a basic problem that must be solved to promote accurate poverty alleviation.

4. Grass-roots organizations are relatively weak.

Rural grass-roots party organizations play a vital role in promoting accurate poverty alleviation, and the strength of rural grass-roots party organizations has a very important impact on the effect of accurate poverty alleviation. At present, the construction of grass-roots party organizations in rural areas, especially in poor villages, lags behind. As most young people go out to work and are not willing to join the party, it is difficult to recruit party members at the grass-roots level in rural areas, it is difficult to form a stable contingent of reserve party members, and there is a widespread weakening of grass-roots party organizations in most rural areas. faced with problems such as the high age of party members, the low educational level of party members, the unreasonable age structure of party members, and so on.

II. Suggestions on promoting accurate poverty alleviation

1. Improve the advance and withdrawal mechanism of poor households.

Only by improving the mechanism of advance and retreat of poor households can we ensure that poor households advance and retreat in an orderly manner, which requires that we must do a good job in identifying poor households. Specifically, town and village cadres should really go deep into farmers' homes to understand the situation in detail, including housing, income, health, education and other aspects, accurately calculate the household income of farmers, and make farmers who do not meet the poverty standards take the initiative to withdraw from the ranks of poor households. clean up the phenomenon of separation, separation and amalgamation of households in order to obtain poverty alleviation policies and funds, so as to ensure the accuracy of identification, and find out the causes of poverty. Only in this way can we provide the basis for precise policy implementation.

2. Integrate decentralized poverty alleviation resources

Accurate poverty alleviation is a comprehensive project, and the limited poverty alleviation resources are scattered among different government departments, so it is difficult to integrate effectively due to the limitation of fragmentation, which seriously affects the effect of precision poverty alleviation, which requires the integration of decentralized poverty alleviation resources. Specifically, it is necessary to strengthen leadership and strengthen the leadership responsibility system for accurate poverty alleviation; at the same time, governments at all levels should set up unified leading bodies to coordinate, co-ordinate and integrate funds, projects and policies scattered in poverty alleviation, finance, agriculture, forestry, water, and education, so as to form a joint force of resources and agglomeration effect, and ensure the effect of accurate poverty alleviation.

3. Strengthen the construction of grass-roots party organizations.

Whether the countryside is rich or not depends on the branch. The strength of grass-roots party organizations in rural areas determines the effectiveness of accurate poverty alleviation, which requires that the construction of grass-roots party organizations must be strengthened. First of all, it is necessary to strengthen the building of the contingent of party members at the grass-roots level, actively develop and train young, educated and knowledgeable people such as economic talents, scientific and technological demonstration households, veterans, migrant workers and those who return home to join the party, so as to constantly optimize the structure of party members and strengthen the ranks of party members. secondly, we should strengthen the education and training of party members, not only in party spirit education, but also in skills training. Third, according to the accurate requirements of sending people to the village, we should increase the intensity of selecting and sending the first secretary to the village.

4. to form a general pattern of social poverty alleviation.

As the leading behavior of the government, it is not enough to rely on government policies and funds to promote accurate poverty alleviation. We must innovate ideas on poverty alleviation, create a social environment of extensive mobilization and participation of the whole people, and form a general pattern of social poverty alleviation. First of all, we should give full play to the main role of poor households, strengthen skills training, select correct industries and projects, encourage poor households to increase their willingness and motivation to get rid of poverty and increase their income by means of poverty alleviation funds, land, etc. Secondly, explore diversified ways of poverty alleviation, develop e-commerce to help the poor, mobilize cadres and entrepreneurs who work outside the village to return home to help, and so on. Third, give full play to the role of enterprises and other social organizations, enable enterprises to make suggestions for the development of village-level industries, and form new poverty alleviation mechanisms such as "companies + farmers" and third-party participation.
