This year's summer harvest is very excruciating for farmers. Rain Water, who is continuous in the critical period of wheat growth and harvest, has caused the imperfect grains of wheat harvested in many areas to exceed the standard, and most of them belong to "foreign wheat" that do not meet the national acquisition requirements (the lowest fifth grade). How to sell these "waiting for foreign wheat" has become a worry for farmers. Over the past few days, the reporter has investigated the grain market on the spot.

Even though the price is low, private enterprises still dare not accept it.

It was cloudy on the morning of June 10th. The road of Shatangan Village, Lishui District and Feng Town, the largest private grain trading market in Nanjing, is empty and there is not a single grain truck.

Shen Chuanjian, director of Chuanjian Grain processing Plant, paced at the gate of the factory. The reporter asked: director Shen, how much wheat have you harvested this year?

"only three or four hundred tons were collected." Shen Chuanjian said: in previous years, he collected more than 2000 tons, and the third-class wheat was about 1.15 yuan per jin, which was three cents lower than the lowest price in the country. There is something wrong with the quality of the wheat this year, and the purchase price is only 0.80 yuan per jin. "I dare not charge more at this price. I plan to sell the wheat I have harvested to the farm. I still don't know if they want it or not."

"if there is something wrong with the quality of wheat, is it all right to sell it to a feed factory?" The reporter asked.

"now the price of corn is low, and the price sent to the feed factory is only 80 cents per jin." He says corn has more calories than wheat, so feed mills prefer corn. Besides, some wheat can't even make feed this year.

Geng Xiaoyun, the head of Jiahe rice industry, was asked by a reporter whether he would harvest wheat. He said that he had to harvest about 3000 tons in previous years, but this year he only collected less than 200 tons before it rained at the end of May. A grain of wheat has been confiscated for half a month, because unqualified wheat flour mills will never be asked for, and poultry farms are also very cautious. "in previous years, during the wheat harvest season, our village was full of wheat-selling and wheat-harvesting cars, but this year they are all gone."

At 4 p.m. on the 10th, in Zhoucheng Market Town, Shezhu Town, Liyang City, a boat was parked in a river on the edge of the market town, and the wheat on the shore was unloaded into the boat through the conveyor belt. A farmer transporting wheat from Langxi County, Anhui Province has just finished unloading the wheat. "how much is a jin of wheat?" The reporter asked. "sixty-seven cents." He said that no one in Langxi has collected it at this price.

It was Hang Chuang, a grain broker in Shezhu, who bought foreign wheat. He said that it was the first time he had encountered wheat of such poor quality after 17 or 18 years in the business. "2500 tons have been collected." The average price is about 0.68 yuan per jin, he said. These foreign wheat were ordered by the bosses of Fujian and Guangdong and were used to make edible alcohol. after the wheat was collected, it was directly shipped to Jingjiang to connect them. "I didn't take it until I found the next place, and no one else dared to take it."

Worried about the market, the big grain growers sighed the bitter classics.

On the morning of the 10th, when the reporter walked into Lishui District and Feng Grain Reserve Depot, he saw two sad-looking grain growers Shen Jinshui and Cheng Shengxiao.

"more than 2000 mu of wheat has basically been harvested." Shen Jinshui said: last year's autumn harvest was continuously overcast and rainy, the rice harvest was late, and the wheat was sown more than a month late. Coupled with the continuous rain during the wheat heading and harvest period this year, the yield per mu was only 2450 jin, compared with 600 to 700 jin in the normal year. "excluding land transfer fees, the cost of an mu of wheat is 490 yuan." But the wheat harvested this year is of poor quality, he said. If you sell it at 0.80 yuan per jin, you will lose 300 yuan per mu. "the worry is that it won't sell even at this price." On one side, Cheng Shengxiao said that the yield of the wheat he planted was a little higher, reaching 400 jin per mu, but a grain of wheat had not yet been sold.

Rui Bisheng, head of the grain depot, said that after Lao Shen and Lao Cheng's wheat was harvested, the grain depot took samples for testing and found that the imperfect grains of wheat seriously exceeded the standard due to the impact of diseases and insect pests. The state stipulates that the imperfect grain of third-class wheat is no more than 8%, and that of second-class wheat is no more than 6%. However, their imperfect grains are 99% high and 61% low, which cannot be purchased in grain depots. By the 10th, the grain depot had collected only 30 tons of qualified wheat, compared with more than 10,000 tons in the same period last year. "it is estimated that foreign wheat accounts for more than 80 per cent of the 160000 mu of local wheat."

According to regulations, the state-owned grain depot cannot store foreign wheat, and considering the actual difficulties of Lao Shen and Lao Cheng, the grain depot signed an agreement with them to keep the wheat for them for the time being, and then sterilize the granary after the wheat was sold. "the problem is that I don't know when it will be sold." Rebeson said.

On the afternoon of the 10th, Liu Yingmei, a big grain grower in Shezhu Town, Liyang City, sighed deeply at the more than 200,000 jin of wheat stacked in her warehouse. "the output is low, but the problem is that the quality of the wheat is not up to standard and cannot be sold." She said that rice production was reduced last year, and wheat suffered another disaster this year, but the land transfer fee should not be reduced, and she really felt that she could not hold up.

Move and find a way out for waiting for foreign wheat.

"I'd like to make two suggestions." One is, at the policy level, can foreign wheat be re-graded, and if the quality meets the standards for making feed, can state-owned grain depots be allowed to collect part of it and digest it on their own? The other is, can you ask the insurance company to start the insurance claim as soon as possible? He said that not long ago, the major grain growers in Lishui District had reported the disaster to the insurance company, and the insurance company took a picture at the scene, but so far there was no reply. Most of the annual land transfer fees of large grain growers have to be settled before June 30, and so on, when foreign wheat cannot be sold and claims have not been settled, how can they afford the transfer fee?

A responsible person of the Jiangsu Provincial Grain Bureau told reporters that in order to find a way out for farmers' foreign wheat, there have been many moves in southern Jiangsu. On June 3, the Suzhou Municipal Government issued an emergency notice that state-owned grain purchasing and marketing enterprises should, in line with the sense of responsibility of sharing and solving difficulties for farmers, set reasonable prices according to market conditions, and should not lower prices and, where possible, give benefits to farmers; where conditions permit, they should help farmers reduce economic losses through sorting and upgrading. On June 7, Wuxi City issued a notice requiring all localities to cooperate with each other in grain, finance, and the Agricultural Development Bank, organize the purchase of foreign wheat, and support the funds needed for collection and storage. Tong Minhua, director of the Liyang Grain Bureau, told reporters that the city decided to deal with foreign wheat by agreement pricing, warehouse acquisition, separate storage, targeted sales, and other foreign wheat marketing problems.

The reporter learned that in mid-June, the summer harvest in central Jiangsu reached its peak, and around June 20, northern Jiangsu will also harvest a large area of summer grain. According to the current investigation, the phenomenon of wheat imperfect grains exceeding the standard is also common in central Jiangsu. In an emergency notice issued by the Provincial Grain Bureau a few days ago, it was pointed out that grain departments at all levels should take the initiative to serve grain farmers and major grain growers with affection for farmers, make appointments and door-to-door purchases, take the initiative to organize state-owned grain depots to collect and store foreign wheat, and encourage feed processing enterprises and industrial grain enterprises to buy in the market, so as to help farmers contact the market and alleviate grain sales contradictions.
