A strong signal: rural reform will only deepen, not stagnate.

Four main tasks: give full play to the unique advantages of supply and marketing cooperatives, make up the short legs and take the short board.

General Secretary Xi Jinping stressed in his speech: at present, agriculture is still a short leg for modernization, and rural areas are still a short board for building a moderately prosperous society in an all-round way, and various contradictions and problems faced by agricultural and rural development can be solved fundamentally by deepening reform. Wang Xia said: in recent years, supply and marketing cooperatives have always adhered to the purpose of serving farmers and accelerated the deepening of comprehensive reform.Only in this way can they play a unique advantage and role in the field of "agriculture, rural areas and farmers."

First of all, focus on the promotion of social services such as land trusteeship in order to solve the problem of "who will farm the land". On the basis of summarizing the experience of Shandong and other places, supply and marketing cooperatives actively promote the land trusteeship service model. After the land trusteeship, on the basis of not changing the land contract relationship, it revitalized the right of management and promoted the large-scale and intensive production of agriculture. Through trusteeship services such as planting generation, unified prevention and control, drying and storage, the average saving and income of wheat and corn is about 400 yuan per mu, and the cash crops are even higher. At present, the land trusteeship service of supply and marketing cooperatives has been extended to more than 10 provinces, including Shandong, Henan, Hubei and Anhui, covering an area of more than 60 million mu. Land trusteeship has become a business card for supply and marketing cooperatives to serve agriculture.

Secondly, we should speed up the construction of a modern agricultural product market around solving the problem of "difficulty in selling agricultural products". Supply and marketing cooperatives have built or renovated more than 300 agricultural wholesale markets in major producing areas, main marketing areas and distribution centers. At present, the total number of agricultural products markets in the whole system has reached 1100, of which wholesale markets with an annual transaction volume of more than 100 million yuan account for 20% of the whole society. Supply and marketing cooperatives in Zhejiang, Shaanxi, Chongqing and other places have also promoted the docking of production and marketing, supplying high-quality agricultural products from cooperative bases directly to government organs, enterprises, institutions and urban communities, benefiting both farmers and citizens. At the same time, actively develop e-commerce for agricultural products and promote the development of online and offline integration. Last year, the head office set up a national e-commerce platform, "supply and marketing", with more than 25000 online varieties, more than 90% of which are agricultural products. The characteristic agricultural products in some poor mountain areas, such as Jiangxi, Sichuan and Guizhou, have been sold through the e-commerce platform of supply and marketing cooperatives, opening up markets and increasing farmers' income.

Thirdly, we should actively promote the integrated development of the primary, secondary and tertiary industries in order to increase farmers' income and become rich. Increasing farmers' income is one of the three major tasks of rural development emphasized by General Secretary Xi. Supply and marketing cooperatives help local governments cultivate characteristic industries and promote the local transformation and value-added of agricultural products, so that farmers can share the agricultural value-added benefits on their doorstep. Hunan Tea Industry Company adopts the industrialization mode of "company + cooperative + peasant household" to establish a high-quality tea garden base of 570000 mu. By means of shareholding, underwriting and rebate, Hunan Tea Industry Company has formed a close interest relationship with 350000 tea farmers and carried out protective price purchases. the average annual income of each tea farmer is 6500 yuan. Anhui Qianshan supply and Marketing Cooperative promotes the development of the local gourd seed industry. There are more than 6000 melon beetle seed farmers in the county, and the melon betel seed industry has become the largest agricultural industry in the county.

Another aspect is to carry out comprehensive community services extensively around the upgrading of farmers' needs brought about by urbanization. Promoting the orderly realization of citizenization of agricultural transfer population and improving the system and mechanism of the integration of urban and rural development are the important tasks of agricultural reform emphasized by General Secretary Xi. Centering on the new needs of farmers' life, supply and marketing cooperatives vigorously develop rural comprehensive service centers and constantly innovate service methods and contents. At present, supply and marketing cooperatives have developed 360000 community comprehensive service centers throughout the country, covering more than 50 per cent of administrative villages, providing farmers with convenient and practical comprehensive services such as commodity sales, technical training, old-age and preschool education, and employment guidance. It has played a positive role in promoting the improvement of rural social governance.

It is more closely related to the interests of farmers and has a more complete function of serving farmers.

Wang Xia said: at present, supply and marketing cooperatives across the country should thoroughly implement the spirit of General Secretary Xi Jinping's important speech, conscientiously implement the spirit of Zhongfa No. 11 document, comprehensively deepen the comprehensive reform of supply and marketing cooperatives, and speed up the construction of a new force and comprehensive platform to serve the production and life of farmers. The main focus of the work is as follows:

First, adhere to agriculture, farming, surnamed farmers, and speed up the formation of a more complete function of serving agriculture. On the premise of respecting the wishes of farmers and safeguarding their rights and interests, it is necessary to further improve and popularize the model of land trusteeship services, extend land trusteeship services to suitable areas throughout the country, from grain crops such as wheat and rice to cash crops such as forests and fruits, and actively explore trusteeship methods suitable for different regions and different crops. At the same time, in accordance with the requirements of agricultural supply-side structural reform, we will actively promote the integrated development of primary, secondary and tertiary industries in agriculture, vigorously develop e-commerce for agricultural products, speed up the construction of the market system for agricultural products, and provide farmers with services for the whole industrial chain of production, processing and circulation, so that farmers can share more value-added benefits of the industrial chain.

The second is to consolidate the foundation at the grass-roots level and form a closer relationship with the interests of farmers. The grass-roots level is the forward position for supply and marketing cooperatives to serve farmers, and a variety of measures should be taken to promote the classified transformation of grass-roots cooperatives. Pay attention to the standardized development of grass-roots co-operatives, change the focus of work from "expanding" to "improving quality", ensure that grass-roots co-operatives can stand and stand firmly, and become a position to effectively carry out services. In accordance with the principle of cooperative system, we should improve the internal management mechanism and interest connection mechanism of grass-roots cooperatives, strengthen the close ties between grass-roots cooperatives and farmers' organizations and economy, and form a community of interests with farmers.

The third is to strengthen the self-construction of the United Society and form a more efficient market-oriented operation mechanism. We will conscientiously implement the requirements of General Secretary Xi's important speech, speed up the improvement of the governance structure of supply and marketing cooperatives in accordance with the direction of separating government from government affairs and social enterprises, and constantly stimulate endogenous motivation and development vitality. It is necessary to speed up the transformation of the administrative tendency of the United agency organs, establish a concept of thinking and mode of work in line with the characteristics of cooperative economic organizations, and make more use of market and economic methods to promote work. It is necessary to further clarify administrative functions, industry guidance functions, and business service functions, especially to straighten out the relationship between social enterprises, and speed up the construction of a two-line operation mechanism composed of industry guidance system and business service system. It is necessary to maintain close ties at different levels and promote joint cooperation at all levels by means of industry guidance, integration of property rights, and business cooperation, so as to form an overall joint force in serving agriculture.

Fourth, we should continue to work steadily to ensure the sustained and healthy development of supply and marketing cooperatives. At the forum, General Secretary Xi stressed that rural reform should achieve the "four impossibilities." Supply and marketing cooperatives should conscientiously implement the spirit of General Secretary Xi's important instructions and do the following: no matter how they are changed, the purpose of serving agriculture must not be lost, the advantages of the system and scale should not be lost, and the assets owned by the co-operatives should not be reduced. we cannot change the direction of moving forward in the market economy to the wrong side, and we cannot adopt an across-the-board approach. In the process of comprehensive reform, we should not only boldly explore, but also control risks, hold the red line of the bottom line, do not go through many troubles, and ensure that we do it one by one, so as to ensure the smooth progress of reform and the smooth operation of the economy.
