At present, in the process of rural informatization, mobile phone as a wireless communication tool has been popularized in rural areas. Although the proportion of urban population is much higher than that in rural areas, mobile phones are the most frequently used network tools in rural areas. According to the 2014 Rural Internet Development report released in April 2015, China had 649 million Internet users as of December 2014, of which 178 million were rural Internet users, and 81.9% of rural Internet users used mobile phones to surf the Internet. Thus it can be seen that mobile phones have become the first choice for farmers to surf the Internet.

Making good use of mobile phone network terminals to provide timely and effective agricultural information and scientific and beneficial health communication to farmers is of great significance to improve farmers' production capacity, living standards and opportunities to increase income and become rich. The dissemination of agricultural science and technology through mobile phone terminals is the most convenient, fast and effective way; making use of the family leading position of young farmers and the transmission carrier of mobile phone network terminals is an effective way to do a good job in rural health communication; farmers use mobile phone network terminals to master first-hand information, which can provide information convenience for increasing income and getting rich. Online shopping and social platforms really facilitate the lives of farmers, so that farmers who stay on the land are no longer closed, and completely communicate with the world. Taking our province as an example, Jilin Province is a major agricultural province and a major grain producing area in the country, and nearly half of the population are farmers. As a fresh force, young farmers have mastered and used network information. It has an inestimable impact on rural production, life, medical care, health and many other aspects.

In the process of farmers using mobile phones to access the Internet to promote the process of agricultural and rural informatization, there are also some restrictive factors and problems to be solved. First of all, network coverage has become the primary factor restricting farmers' mobile Internet access. The broadband network from village to village is an important measure to promote rural informatization, but due to the uneven development of economy, culture and communications among regions, the broadband network in Jilin Province has only achieved full coverage in cities and towns. there are some more remote and backward rural areas that have not yet achieved broadband network coverage. In the areas where broadband network coverage is achieved, the WIFI coverage in rural public areas is also very low, even zero coverage in many areas, farmers can only rely on the mobile network provided by mobile phone operators to access the Internet. The high standard of mobile network traffic charges and the low coverage of 4G and 3G base stations restrict farmers' access to the Internet by mobile phones. As of the second half of 2015, the coverage rate of 4G base stations in Jilin Province was only 60%. The coverage rate of 3G base stations in Jilin Province was 90%. Because the coverage rate of base stations in rural areas was lower than that in cities and towns, the mobile network coverage in rural areas of Jilin Province was even lower than this group of figures. low network coverage has become the primary factor restricting farmers' mobile Internet access. Secondly, the lack of smart phone application technology and the lack of targeted third-party applications have become technical problems for farmers to use mobile phones to surf the Internet to develop production and facilitate life. In recent years, with the price of smartphones close to the people, more and more smartphones are sold to the rural market, but except for the functions of answering phone calls, sending messages and music broadcasting, the Internet function is not mastered by all or most of the farmers. many farmers are worried about "running traffic" caused by improper operation, so the lack of smartphone application technology training also hinders the process of farmers' access to the Internet by mobile phones in Jilin Province.

On November 4 last year, the Ministry of Agriculture announced that it plans to train farmers in mobile phone application skills and information skills in about three years to enhance their use of modern information technology, especially the ability to use mobile phones to access the Internet to develop production, facilitate life and increase income. A relevant person in charge of the Ministry of Agriculture said that strengthening farmers' mobile Internet training and services is an important measure for agricultural and rural informatization "corner overtaking" and the overall development of urban and rural areas. In view of the reality of the development of rural informatization in Jilin Province, local governments at all levels should take effective countermeasures to truly achieve the purpose of using mobile network terminals to serve farmers.

We will solidly promote the construction of rural informatization. In the development planning of rural informatization, all localities should continue to promote the construction of rural broadband network and 4G base station coverage, so as to truly realize "network access to every village". Combine the network with "science and technology poverty alleviation" and "precision poverty alleviation", so that the remote and backward rural areas of Jilin Province can enjoy network resources like the more developed cities and towns and find a new way to shake off poverty and become rich. County and township governments can make reference to the experience of WIFI coverage in urban public areas, combined with the actual situation of various localities, plan and build administrative villages as units to provide free wireless network services to villagers, so that farmers can really have access to the Internet in the village.

We will earnestly do a good job in rural information technology training. Various localities should hold information technology training courses for farmers to popularize modern information technology to farmers, such as the Internet function of smartphones, Internet knowledge and online banking payment skills. At the same time, scientific research departments should design and develop targeted third-party applications according to the actual needs of farmers to develop production, facilitate life, increase income and become rich. At present, there are few APP specially designed and developed for farmers in China, and Jilin Province is still in a blank. In order to actively cooperate with and adapt to farmers' mobile Internet access, agricultural researchers and information technology personnel should be organized to jointly research and develop farmers' APP. APP, which accurately serves farmers, can not only improve farmers' enthusiasm for surfing the Internet, but also the realization of its value is the real significance of rural informatization.
