Recently, villagers in several remote villages and towns in Huguan County, Shaanxi Province have been grimaced by birds. Many farmers' homes are covered with corn and soybeans in spring sowing, and they are often pecked by sparrows and pheasants, while some birds are state-protected animals and cannot be caught and killed at will. although most farmers have taken out planting insurance, bird pecking is not covered by insurance and cannot settle claims.

It has become a difficult problem to be solved not only to protect the survival of birds, but also to keep the interests of farmers from being harmed. If this problem is not solved well, first, it will cause "birds to harm the land for a while, and the land will miss people for a year," which will directly affect the increase of farmers' income; second, farmers will not have a good solution to the damage caused by sparrows and pheasants, and they will inevitably lose patience over a long period of time, and the phenomenon of hunting and killing may occur. No matter what happens, people do not want to see it.

The local management department should give more technical and human support to farmers and help them establish perfect means of driving birds. On this basis, they should also implement and improve the corresponding loss compensation policies and carry out agricultural insurance innovation. In short, farmers should not be left alone to bear the cost of protecting wild birds.
