Premier Li Keqiang delivered a speech at the opening ceremony of China big data Industry Summit and China E-commerce Innovation and Development Summit in Guiyang on the 25th. Li Keqiang pointed out: we should vigorously strengthen the construction of information infrastructure, especially speed up the pace of infrastructure construction in rural areas, young and old, border and poor areas, narrow the "digital divide", promote the expansion of employment and reduce the number of people living in poverty.

After the rapid development in recent years, e-commerce in China has grown into a towering tree and is still growing at a high speed. According to relevant data, the volume of online retail transactions in China in 2015 was 3.88 trillion yuan, an increase of 33.3% over the same period last year. Among them, the online retail sales of physical goods was 3.24 trillion yuan, an increase of 31.6% over the same period last year, accounting for 10.8% of the total retail sales of consumer goods. It can be seen that the contribution rate of e-commerce in economic development is increasing. There is still a prominent problem of urban-rural dual structure in the development of e-commerce in China, that is, the central city has a large scale and a high degree of development, while the vast rural areas are still in a low-level primary stage of development. with the large-scale e-commerce enterprises such as Alibaba, JD.com, SUNING and Amazon entering the rural e-commerce market, China's rural e-commerce will usher in an explosive period. While bringing high-quality and inexpensive goods to the majority of farmers, it will also better promote rural products to the world, which can not only help rural economic development, but also help farmers share the dividends of e-commerce development.

Effectively help farmers improve their quality of life

According to data from the National Bureau of Statistics, at the end of 2015, Chinese mainland had a total population of 1.37462 billion, of which 603.46 million were from rural areas, accounting for 43.90 percent of the total population. Retail sales of consumer goods totaled 30.0931 trillion yuan, an increase of 10.7 percent over the previous year. After deducting price factors, retail sales of rural consumer goods increased by 10.6 percent in real terms, of which retail sales of rural consumer goods reached 4.1932 trillion yuan, up 11.8 percent. As can be seen from the above data, on the one hand, there are more than 600 million rural people in China, and the e-commerce penetration rate of these people is still relatively low, which indicates that there is a greater space and potential for growth. On the other hand, our country is in a new era of consumption upgrading. Because of the low base, the growth rate of consumption in rural areas will be faster than that in cities and towns.

For a long time, due to the imperfect, imperfect and non-standard commodity circulation channels, fake goods and inferior goods are flooding the rural market, which makes it difficult for the vast number of villages to enjoy goods of high quality and low price. I remember that during the Spring Festival in my hometown a few years ago, when I went to the market to buy goods, I often saw commodities such as "floating soft" with a large bottle of 5 yuan, but with the development of rural e-commerce, this phenomenon became less and less. On the one hand, it shows that farmers' awareness of quality is increasing, on the other hand, it also shows that the vigorous development of rural e-commerce has unblocked the circulation channels of rural commodities.

Vigorously promote the development of rural economy

Rural e-commerce is not only urban goods to rural areas, more importantly, rural products are sold to cities and even the whole world. The Internet effectively connects the global market, making the vast earth into a "global village". For the countryside, rural e-commerce is an important manifestation of the rural Internet. Rural e-commerce enables agricultural products to directly connect users thousands of miles away, as well as overseas markets, to help villages and farmers get on the fast train of economic globalization and ride the wind and waves in the era of economic integration. At present, what we can see everywhere is that grapes and dates from rural areas have entered the kitchens of urban residents in Shanghai and even the United States with the help of e-commerce, and people from all over the world can be seen in rural tourist attractions in the Midwest.

Rural e-commerce can help rural areas to establish an industrial chain full of aggregation effect. The development and prosperity of rural areas are inseparable from the development of large-scale industries, and e-commerce is helping farmers in some areas to establish a corresponding industrial system. Taobao Village based on Taobao is playing such a role by the end of 2015. there are 780 Taobao villages nationwide, covering more than 200000 active online stores. These Taobao villages are distributed in 17 provinces, cities and regions, among which the number of Taobao villages in Zhejiang, Guangdong and Jiangsu ranks top three in the country. These villages connect the domestic and international markets, promote the formation of local industrial agglomeration, and then form a relatively perfect industrial chain.

Rural e-commerce promotes the rise of entrepreneurship in rural areas. One of the important reasons for the backwardness in rural areas is the high risk and weak consciousness of innovation and entrepreneurship, and the key is that the cost of market development is too high and the risk is too high, while the development of e-commerce can effectively open up the market and reduce the market risk. this also makes some young people who come out to work in rural areas return to rural areas to start their own businesses after gaining ability, experience, knowledge and capital accumulation. Of course, rural e-commerce also plays an important role in the improvement of rural infrastructure.

To sum up, rural e-commerce is opening a window to the new world for rural areas, and is also creating a golden axe for creative farmers to get rich in the new era!
