The audit found that 151 million yuan of poverty alleviation funds were falsely reported or illegally used, and 870 million yuan of poverty alleviation funds were idle or lost and wasted. Of the 843 million yuan of idle poverty alleviation funds, 260 million yuan has been idle for more than two years, the longest being more than 15 years.

In recent years, with the improvement of the level of economic development, the funds used for poverty alleviation in fiscal revenue have also gone up. With the increasing investment in poverty alleviation, there are still many problems in the use and management of agriculture-related funds in poor areas. According to the data released by the Audit Office, in addition to the "leakage" caused by false claims and illegal use of funds, what is more serious is the "deep sleep" of funds. The existence of these problems has not only caused the idle and waste of poverty alleviation funds, but also affected the landing of the central poverty alleviation policy, resulting in losses to people in need.

What's the problem? The mismatch of upper and lower powers and responsibilities, the lack of autonomy in project arrangements and the use of funds in poor counties, the use of "fragmentation" of projects and funds, all of which restrict the efficiency of accurate poverty alleviation. It can be said that financial poverty alleviation is not short of money, but what is poor is efficiency.

How to improve efficiency? In April this year, the General Office of the State Council issued the opinions on supporting the pilot project of overall and integrated use of financial funds related to agriculture in poor counties, clearly optimizing the supply mechanism of financial funds related to agriculture, and promoting efficiency in the top-level design. On June 29, the Ministry of Finance issued the Circular on Comprehensive Agricultural Development to actively support the pilot work of overall and Integrated use of Financial funds related to Agriculture in Poverty-stricken counties. The highlight of this pilot project is to give the poverty-stricken counties autonomy in the use of funds to the greatest extent, forming a new poverty alleviation investment pattern of "diverting water from multiple channels and releasing water from one faucet". The purpose of this move is to tear down the fence of project funds, allow the funds to be remitted into a pool, be used independently by the localities, and concentrate their efforts on doing great things and good deeds.

"Soy sauce money can not buy vinegar" is an important factor restricting the efficiency of the use of poverty alleviation funds. In this pilot project, local governments can also effectively solve the problem through the overall planning of funds. The Audit Office has also said that the focus of the audit of poverty alleviation funds depends on whether the funds are used in accordance with the requirements of the central authorities for the overall and integrated use of financial funds, and those who continue to limit the specific uses of financial funds related to agriculture or interfere with the overall integrated use, we must resolutely investigate and deal with them and resolutely expose them. The focus of the aid-the-poor baton has been on the efficiency of the use of funds.

Poverty-stricken counties, as the main body of implementation, should do a good job in "receiving" and "using" articles, dare to pick up, catch, and catch well, and promote a shift in the focus of work from "to money" to "spending money". Under a reasonable and legal framework, localities should also cast off their arms and boldly explore the use of poverty alleviation funds.
