In order to strengthen environmental protection and reduce pollution, China has explicitly banned the burning of straw since 1999. To this end, various localities have issued a "ban on burning", one is to impose fines on local governments, and the other is to be accountable to leading cadres, but the phenomenon of straw burning is still banned repeatedly.
We do not advocate burning straw, because burning straw does great harm to the environment, not only scorching the soil and reducing the quality of farmland, but also the smoke produced by burning seriously pollutes the environment, endangers human health, affects road traffic and aviation safety, and has a great negative impact on the image of the city. However, only relying on the "burn ban", which is a temporary cure rather than a permanent cure, the effect is obviously not good.
The author believes that the key to the prohibition of straw burning is to get to the root of the problem, and the combination of thinning and blocking should be combined. "blocking" means strict prevention and painstaking treatment; "thinning" is to find more ways for the comprehensive utilization of straw and make farmers realize the value of straw. change the passive "ban on burning" into the active "reluctant to burn". It is necessary to increase the intensity of "blocking", broaden the channels of "sparse", and turn a large amount of straw into treasure, so that it will no longer become a headache waste in agricultural production, but participate in economic recycling, gain new life and produce new value.
In fact, under the current technical conditions, the means to explore the potential economic value of straw has been more mature. For example, using straw to generate electricity, manufacturing building materials and producing renewable bio-oil can create good economic benefits; for example, the use of shredding devices and ripening agents can also better convert straw into fertilizer. If the government really wants to solve the problem of straw burning, it should not ban it in order to save trouble, but should strengthen technical support, financial subsidies, publicity and guidance, so that farmers can benefit from the diversified use of straw, so that twice the result with half the effort can be achieved.
