According to media reports, on June 22, the China Association for Science and Technology held a teleconference on the implementation of the national scientific literacy activity. the survey data released at the meeting showed that 6.20% of our citizens had basic scientific literacy in 2015. however, the proportion of farmers with basic scientific quality is only 1.7%, indicating that there is still a big gap between the current scientific quality of farmers and the practical needs of building a new socialist countryside.

Scientific quality is an important part of national quality and the decisive factor of scientific and technological strength and comprehensive national strength. Farmers as the main body of the construction of a new socialist countryside, their scientific quality affects the process of building a well-off society and an innovative country in an all-round way. Since the State Council promulgated and implemented the outline of the Action Plan for Scientific Literacy of the whole people in 2006, especially during the 12th five-year Plan period, all localities and departments have worked together to promote the action to improve the scientific literacy of the whole people around the overall situation of the development of the party and the country. Not only has the scientific literacy of citizens exceeded the expected goal of the 12th five-year Plan, but also the scientific quality of farmers has been significantly improved, which has played an important role in the construction of a new socialist countryside. However, compared with developed countries, the level of scientific quality of farmers in China is still at a low level, some unscientific concepts and behaviors are widespread in some areas, and the level of scientific production is low. Feudal superstition still exists, and even prevails in some areas; there are some problems, such as neglect of rural environmental pollution, serious waste of resources, weak awareness of ecological and environmental protection, and so on. The low level of scientific quality of farmers has become one of the bottlenecks restricting China's economic development and social progress.

The scientific quality of farmers in our country is not high, which is objectively restricted by such factors as large number, wide distribution, poor foundation, strong mobility and so on. Subjectively, there are also some problems, such as imperfect science popularization, imperfect working mechanism, lagging means, lack of talents, lack of investment, lack of legal guarantee in farmers' education and training, especially in the cultivation of new-type professional farmers, and the inadaptability of farmers' popular science education and the supply of popular science products.

Without the improvement of the scientific quality of farmers, it would be difficult to make a qualitative change in the scientific quality of the people of the whole region. At present, focusing on the work theme of "saving energy and resources, protecting the ecological environment, ensuring safety and health, and promoting innovation and creation", we should focus on the outstanding problems affecting and restricting the improvement of farmers' scientific quality, and make great efforts to make up for the shortcomings. Extensively carry out various forms of popular science activities in rural areas, vigorously popularize scientific and technological knowledge and concepts such as green development, safety and health, cultivated land protection, disaster prevention and reduction, and help farmers develop a scientific, healthy and civilized way of production and life. Strengthen the construction of the contingent of rural science and technology talents, carry out agricultural science and technology education and training, train all kinds of new professional farmers and rural practical talents in all directions and at various levels, give full play to the demonstration and driving role of rural science popularization leaders, and increase investment, strengthen the basic construction of science popularization information in rural areas, and improve the level of public service construction of science popularization in rural areas Strengthen accurate assistance for science popularization in weak areas, implement science popularization to help the poor, quickly enhance the ability of these areas to carry out popular science services, establish and improve the co-construction mechanism for the construction of scientific quality in rural areas, integrate the resources of all parties, and create a situation of great unity and cooperation.
