The meeting made mobilization arrangements for the poverty alleviation of the poor and disabled during the 13th five-year Plan period. The next five years will be a critical period for the country's poverty alleviation and development work, and also an important period for the disabled to achieve the goal of being well-off in an all-round way. among the more than 50 million poor people in China's rural areas, there are still more than 4 million poor disabled people who have been included in the establishment of archives cards, accounting for about 8% of the poor population. Poor disabled people have become the people with the deepest degree of poverty, the greatest difficulty in getting rid of poverty and the highest rate of returning to poverty.

The meeting deployed the Action Plan for Poverty Alleviation of disabled Persons (2016-2020) formulated by relevant departments and units, and determined that by 2020, people with disabilities in poverty and their families would not be worried about food or clothing, basic medical care, compulsory education, housing security, basic rehabilitation services and family life would be guaranteed, and the goal of poverty alleviation for persons with disabilities to be lifted out of poverty would be achieved on schedule under the current standards. The Action Plan requires that during the 13th five-year Plan period, comprehensively help poor persons with disabilities to implement social assistance policies such as rural minimum living standards and security systems such as living allowances for persons with difficulties and nursing subsidies for persons with severe disabilities, by reducing rigid medical rehabilitation expenses for poor persons with disabilities and improving their physical and mental functions, and by speeding up the implementation of dilapidated houses in rural areas and the relocation of poverty alleviation projects. Solve the housing safety problem of families with poor disabled people At the same time, we will increase vocational education and practical technical training for the poor disabled, and help them increase their income through various ways, such as industry-driven, asset income conversion and other ways.
