"Wuling is winding with fine waves, and Wumeng is majestic with mud pills."

From the beginning of 1935 to 1936, the Central Red Army and the second and sixth Red Army Corps successively passed through Bijie City, Guizhou Province, which is located in the Wumeng Mountains, to carry out revolutionary activities, establish a revolutionary regime, and sow the spark of revolution.

The magnificent Wumeng Mountains not only caused great difficulties to the Red Army during the long March, but also affected the local people's efforts to shake off poverty and become rich for a long time.

"cultivate the land to the edge and open up the wasteland to the sky. A big slope in spring and a small basket in autumn harvest. In order to survive, the people once had to destroy forests and open up wasteland. as a result, they fell into a vicious circle of "the poorer they are, the poorer they are, and the poorer they are." as a result, "there are only mountains without trees, but only stones without land." the forest coverage rate dropped to 14.94%, and the number of people living in absolute poverty was as high as 65.4%.

Recalling the old days, Hou Mingyang, a 90-year-old man from the village of three provinces, told the reporter, "at that time, we were hungry every year, either because there was a shortage of food here or there."

If you wait and suffer, there is no way out.

In June 1988, with the approval of the State Council, Bijie Experimental area with the theme of "poverty alleviation through development, ecological construction and population control" was established. Since then, Bijie people have embarked on a new journey not only to get rid of poverty, but also to keep the green mountains and rivers.

On September 23, a reporter from the Economic Daily came to Chuanyan Village, Yangchang Town, Dafang County, Bijie City. Castle Peak is leisurely, the water is gurgling, and all kinds of small buildings are arranged in turn along the clean cement road, in which tourists stroll from time to time.

"We all enjoy the benefits of ecology." Chen Gang, director of the village committee of Chuanyan Village, told reporters that the per capita net income of farmers in the village exceeded 7100 yuan last year.

In the former Chuanyan village, like most places in Bijie, the people lived on reclamation, with less than 10% of the forest coverage at its lowest. "the sun broke the top of the slope, and the rain cut into half the rock." the increasingly barren land has made it difficult for farmers to support themselves simply by farming.

In the mid-1980s, there were two landslides in Chuanyan village, resulting in the destruction of houses and casualties of villagers. The disaster made people realize the importance of planting trees.

With the strong support of the local government, Chuanyan Village has implemented the work of returning farmland to forests since the early 1990s. At present, more than 4400 mu of sloping land above 25 degrees in the village have been returned to forest, with a forest coverage rate of more than 70 percent.

Centering on the masses to shake off poverty and become rich, Chuanyan Village started a "mountain" article, actively developed the economy under the forest, planted Chinese medicinal herbs, raised cattle and sheep, set up farm music, and lived a good life. In 2014, Chuanyan Village was named "National Ecological Civilization Village".

The change through the rock is only a microcosm of Bijie's promotion of ecological construction and a decisive battle to get rid of poverty.

Since its establishment, Bijie Experimental area has given top priority to ecological construction, successively implemented more than 10 ecological construction projects, such as returning farmland to forests, protection of natural forest resources, and comprehensive control of rocky desertification, and completed more than 20 million mu of forest. the forest coverage rate has increased by more than 1% a year. By the end of 2015, the city's forest coverage reached 48.04%.

Centering on the organic combination of ecological construction and poverty alleviation, Bijie fumbled out the development model of "wearing hats" for afforestation on the hilltop, "straps" for returning farmland to forest and grass on the hillside, "blankets" for planting grass and green manure, "harvesting millet" for basic farmland under the mountain, and "grasping tickets" for the development of diversified economy, which was once a "poor corner" and gradually changed into "green and rich".

After entering the new century, Bijie City has made great efforts to read the "Mountain word Classic", play the "characteristic card", and vigorously develop the characteristic economy. Hezhang walnut, generous Gastrodia elata, Weining potatoes, golden bamboo shoots and other agricultural special products produced from Bijie have become a good helper for farmers to shake off poverty and become rich. According to statistics, a total of 1.91 million people in the city have been lifted out of poverty during the 12th five-year Plan period.

Although the achievements are remarkable, for Bijie, the current situation of a large number of poor people, large areas of poverty and deep poverty has not been fundamentally changed, the task of getting rid of poverty is still arduous, and ecological construction is still on the way.

On the wall of the government office of Linkou Town, Qixingguan District, the reporter saw a battle map for getting rid of poverty, listed a timetable, and identified the responsible persons. Each of the six poor villages was contracted by a town cadre.

"if the village does not get rid of poverty, the cadres will not decouple." Zhao Jiang, a member of the party committee of Linkou Town, told the Economic Daily that "never let a poor people be left behind on the road of being well-off at the same time."
