A few days ago, with the signature and approval of Premier Li Keqiang, the State Council issued the guidance on speeding up the Promotion of "Internet + Government Affairs Service" (hereinafter referred to as "opinions"), optimizing service processes, innovating service methods, and promoting data sharing. the implementation of open and transparent services will maximize the benefit of enterprises and the people, so that enterprises and the masses can run fewer errands, handle affairs easily, do not add jams, and share the development achievements of "Internet + government services".

According to the opinion, by the end of 2020, a "Internet + government service" system covering the whole country will be built, which will cover the whole country, with coordination among departments, overall planning at the provincial level, and one network management, so as to greatly enhance the intelligent level of government services and make government services smarter. Let enterprises and the masses do things more conveniently, faster and more efficiently.

How to promote the "Internet + government service", the "opinions" should be made clear from three aspects:

Optimize and reinvent government services. The people's governments of all provinces (autonomous regions and municipalities) and all departments of the State Council should comprehensively sort out and compile a catalogue of government service items, implement code management, and gradually achieve "the same matter, the same standard, and the same code." Optimize the online application, acceptance, review, decision, service and other service processes, all matters that can be handled online shall not be forced to be handled on the spot. Speed up the promotion of online processing of government services, so that "should be on the top, the whole process online". We will innovate the online service model and promote cross-regional remote management, cross-level linkage management, and cross-departmental coordination. The comprehensive disclosure of service information related to government services shall not increase the service requirements on its own except for the conditions specified in the guidelines. To establish a mechanism for public participation, governments at all levels and their departments should smooth Internet communication channels and respond to social concerns in a timely manner.

Integrate and upgrade government service platform channels. Standardize the construction of online government service platform, rely on government portals, and speed up the construction of an authoritative and convenient integrated Internet government service platform. We will promote the interconnection between the business systems of government departments and the government service platform, so as to achieve "single sign-on and full Netcom." We will promote the integrated development of the entity government hall and the online service platform, and achieve seamless convergence and integration of online and offline services. We will promote seamless docking between grass-roots service outlets and online service platforms, and speed up the extension of online government services to the grass-roots level.

Consolidate the supporting foundation of government services. Integrate and build a unified data sharing and exchange platform system to promote the sharing of government information. All departments of the State Council should speed up the integration of business systems for public services, and open real-time data interfaces of business systems to the online government service platforms of all provinces (autonomous regions and municipalities) as soon as possible. We will promote the construction of a new type of smart city by classification and build a transparent and efficient service-oriented government. We will improve the network infrastructure, strengthen the protection of network and information security, and earnestly increase the protection of important data involving state secrets, trade secrets and personal privacy.
