Ministry of Agriculture: promote the national agricultural financial work to continuously improve the service level

On September 29-30, the National Agricultural Finance work Conference was held in Hangzhou, Zhejiang Province. Centering on the goal of agricultural and rural economic development during the 13th five-year Plan, the meeting clearly defined the support direction and focus of agricultural financial work, and put forward clear requirements for innovating agricultural financial work ideas and raising the level of agricultural financial work. Specific arrangements have been made for the current key work of agricultural financial reform and innovation. Zhang Taolin, vice minister of agriculture, attended the meeting and delivered a speech.

Zhang Taolin pointed out that at the historically high starting point of the agricultural and rural workstations in the 13th five-year Plan, agricultural financial support should focus on six aspects: tamping and upgrading basic production capacity, agricultural structural adjustment, resource and ecological protection, industrial integration and development, cultivation and growth of new business entities, and agricultural information construction.

Zhang Taolin stressed that the 13th five-year Plan is not only a challenge period for doing a good job in agricultural financial support, but also a key period for reform and innovation, but also a breakthrough period for positive actions. Agricultural financial departments at all levels should focus on the central task of speeding up agricultural modernization, highlight the general idea of "strengthening reform, improving efficiency through innovation", take increasing investment as the general goal, taking reform and innovation as the general path, and improving the level of agricultural financial work from four aspects: first, innovating the concept of support, giving full play to the decisive role of the market in allocating resources and giving better play to the role of the government. Properly handle the relationship between the central and local governments The second is to innovate the way of support, to promote the trinity interaction of industrial policy, fiscal and taxation policy, and financial and insurance policy; the third is to innovate the management model, highlighting the three key measures of precision, integration and performance; and the fourth is to build an innovative team. comprehensively enhance the modernization level of agricultural finance from the three dimensions of concept, ability and spirit.

Zhang Taolin stressed that at present, ten key tasks should be emphasized: comprehensively implementing the policy reform of agricultural "three subsidies"; steadily promoting the reform of fishery oil price subsidy policy; speeding up the reform of animal epidemic prevention subsidy policy; accelerating the healthy and sustainable operation of agricultural credit guarantee system; promoting agricultural insurance system mechanism and product innovation; actively expanding new channels of agricultural investment and financing; and effectively promoting the substantive integration of agriculture-related funds. Steadily promote financial special performance management; strengthen and standardize departmental budget project management; and solidly carry out special rectification of outstanding problems in the use of funds for strengthening agriculture and benefiting farmers.

The meeting specially arranged training on policy interpretation in financial support for agriculture, rural finance, and agricultural insurance, and the responsible comrades of the agriculture (agriculture and animal husbandry) departments (committees) of six provinces (autonomous regions) made exchange speeches at the meeting. the participants also inspected Ant Financial Services Group, Pingyao Town Agricultural Public Service Center, Yuhang District, Zhejiang Province, and beautiful rural construction demonstration sites.
