October 16 this year is the 36th World Food Day, and the week is the 26th national grain-loving and grain-saving propaganda week in China. The theme of 2016 World Food Day is: "Climate is changing, food and agriculture are also changing", and the theme of 2016 National Grain Love and Saving publicity week is "actively respond to climate change and promote food loss and efficiency." In China, famine is a lingering memory for generations, and mankind is still struggling with famine all over the world. According to the United Nations Food and Agriculture Organization, more than 70 years ago, at the end of World War II, half of the world's 2.5 billion people were malnourished. Now the global population has grown to 7.2 billion, but the number of malnourished people has dropped to 800m. Thus it can be seen that in the process of continuous economic and social development, although mankind has won a great victory in the struggle against hunger, it has not won the final victory, so in the face of the phantom of the food crisis, we still cannot take it lightly.
China is the largest grain producer and consumer in the world. Since reform and opening up, malnutrition has been basically eliminated nationwide through sustained efforts. At present, it is developing from "having enough to eat" to "eating well". Social attention has also shifted from "food security" to "food safety". In this context, many issues have been gradually watered down, such as the waste of food and food. in the face of the theme of the 36th World Food Day, we need to remind ourselves that the food security alarm bell is always ringing and must not be taken lightly.
Judging from the current situation of grain production, with the improvement of the level of technology and management, the loss of grain in the stages of planting, harvesting and storage continues to decline, and the situation of "running and dripping" has been greatly improved. On the whole, the rate of grain loss has been reduced to a lower level. From the perspective of food consumption, with the implementation of the "eight regulations of the Central Committee" and the improvement of social civilization, the eating and drinking of public funds has been curbed, business banquets and family consumption have become more and more rational, extravagance and waste has increasingly become a social bad habit. Both grain production and consumption reflect the continuous economic and social progress.
At the same time, with regard to food waste, there are many problems that can not be ignored, especially in the current new situation to talk about food waste and saving, there should be new thinking and measures. From a rational point of view, the current food waste can be divided into two kinds, one is the natural phenomenon of loss, the other is the wasteful economic behavior. For the natural phenomena of wear and tear, such as the traditional sense of "grain returning to the warehouse", with the continuous increase of labor costs, the consumption of social resources is far greater than the actual benefits. If we simply emphasize its symbolic value, the loss will not only outweigh the gain. It will also lead to greater waste. In this regard, society needs rational thinking and tolerant mentality.
At present, the key problem is the economic behavior of wasteful food. At the macro level, for example, before the temporary collection of corn in Northeast China, a large number of temporary corn were stored in the open air, and the storage conditions were very poor, while there were still a large number of idle storage capacity in other parts of the country. The information and economic activities of the whole warehousing link can not be well matched. On the one hand, it is due to the decline in quality brought about by poor storage conditions, and on the other hand, the decline in corporate profits brought about by idle storage capacity, resulting in some areas and individual enterprises continuing to ask the central government for funds to build storage facilities. some enterprises in some areas have reached out to substitute storage indicators, forming a strange social phenomenon. The wear and tear is huge. To this end, the central government's support for corn in 2016 adopted the measure of "market pricing and separation of price and compensation" to change this pattern.
At the micro level, it can be observed that in many private banquets, "face-saving, ostentatious", more and more banquets are held, the scale is getting larger and larger, and the food is wasted, but everyone who has attended it knows very well. Especially in the rural areas of the central and western regions, excessive human contact has become an unbearable burden on farmers. According to the author's research, the expenditure of human relations sometimes accounts for more than half of the income, and the poorer and backward areas have a higher proportion. For this reason, some local governments have issued special management regulations, stipulating several situations in which ordinary rural residents can "serve wine." in terms of reason, this kind of regulation is illegal, but in terms of social reality, to a large extent, this kind of management regulation is helpless.
Standing on the edge of the 36th World Food Day, we can see that there is not only a consensus on CD-ROM action in today's society, but also that some people around the world are still suffering from famine. We also see a lot of "homeless" food. At present, in the face of global food security governance, from China's point of view, we should have a higher field of vision. Only by focusing on small measures can we let practice take root and sprout. Only in this way can people remember that we are on our way to deal with the food crisis.
