Recently, the Ministry of Agriculture mentioned this kind of policy in the summary of the reply to proposal No. 0754 (Agriculture and Water Conservancy No. 081) of the fourth session of the 12th National Committee of the Chinese people's political Consultative Conference.

The first is to buy a subsidy for crushing machines. It is reported that there are 67200 subsidized smashing and returning machines, 225 million yuan in subsidy funds and 8300 sets of picking-up balers. So how to get this subsidy? Such subsidies are actually a branch of agricultural machinery subsidies.

Secondly, demonstration subsidy for straw livestock raising. The state has supported the construction of straw feed utilization projects for a long time. Up to now, the central government has invested a total of 1.85 billion yuan in the construction of more than 1000 straw livestock demonstration counties. Go to the local government to ask if your area is within the scope of subsidies.

The third is the subsidy of fuel utilization technology, such as straw pyrolysis and gasification, straw biogasification, straw curing molding, straw carbonization and so on. To put it simply, you can apply for a subsidy to build your own biogas digester. From 2008 to 2013, the National Development and Reform Commission arranged funds from the central budget to support the project of using straw to produce wood-plastic and wood-based panels; from 2014 to 2015, the National Development and Reform Commission continued to increase financial support by cutting into pieces to support the construction of projects such as straw collection, storage and transportation system, straw instead of wood (wood-based panels and wood-plastic), straw production of edible fungi and straw fiber raw materials in major grain and cotton producing areas and key air pollution prevention and control areas.

In addition, in terms of enterprise income tax concessions, the Ministry of Finance, the State Administration of Taxation and the National Development and Reform Commission jointly issued the "preferential catalogue of Enterprise income tax preferences for Comprehensive Utilization of Resources (2008 Edition)" for the use of straw and other production of electricity, heat and gas, to implement income tax concessions. With regard to the preferential treatment of value-added tax on labor services, the Ministry of Finance and the State Administration of Taxation jointly issued the preferential catalogue of value-added tax on products for comprehensive utilization of resources and labor services, implementing value-added tax concessions for those who use crop straw to produce electricity and heat. In 2015, the Ministry of Agriculture, together with the National Development and Reform Commission, the Ministry of Finance and the Ministry of Environmental Protection, jointly issued the Circular on further accelerating the Comprehensive Utilization and Burning of crop Straw, requiring all localities to improve and implement policies conducive to straw utilization in terms of financial investment, tax incentives, financial credit, land and electricity policies.

Examples of subsidies for straw treatment in recent years:

The large-scale biomass energy project in Qingdao received a subsidy of 40 million yuan from the central budget investment plan for the large-scale biogas project in 2016. Huaian Xuyi received a provincial subsidy of 8.87 million yuan for comprehensive utilization of straw. Rudong Shuangdian Town distributed straw machinery back to the field subsidy of more than 700,000 yuan. For the straw crushing and returning machines purchased by farmers in Luoshan County, 50% of the cumulative subsidies are made at the city and county levels according to the central subsidy standard; the straw picking balers purchased at the city and county levels are subsidized by 10% of the central subsidy standards; and the crushing and cutting devices for the purchased combine harvesters are subsidized at the city and county levels according to 20% of the selling price of the equipment. Shenyang straw processing enterprises can receive a maximum subsidy of 15 million yuan. The subsidy for comprehensive utilization of straw in Mianyang will be up to 60 yuan per mu.

If the farmers do not receive the subsidy payment, they may not understand the declaration procedure, fail to declare in time and miss the limitation of declaration of the subsidy. If they do not declare, the farmers will naturally not be able to receive the subsidy payment. The declaration and distribution of straw return subsidies in villages and towns are the responsibility of the township agricultural technology departments, and farmers can consult the local agricultural technology departments on the straw return subsidies.
