New corn harvesting and storage mechanism will be implemented for the first time

According to the Circular on effectively doing a good job in Maize purchase in Northeast China this year jointly issued by the National Development and Reform Commission, the State Grain Administration, the Ministry of Finance and the Ministry of Agriculture, this year, the state has reformed the corn collection and storage system in accordance with the principle of "market pricing and price compensation separation". The temporary corn collection and storage policy has been adjusted to a new mechanism of "market-oriented acquisition" and "subsidy", and corn prices are formed by the market. Reflect the relationship between supply and demand in the market, adjust production and demand, producers sell corn on the market, and all kinds of market entities enter the market and purchase independently.

Farmers sell corn independently in the market. Under the background of huge corn inventory, how to protect the enthusiasm of growing grain? According to a relevant responsible person of the Ministry of Finance, this is the content of "separation of price and compensation." This year, the State Council decided to establish a corn producer subsidy system in three northeastern provinces (Liaoning, Jilin and Heilongjiang) and Inner Mongolia Autonomous region. Change the subsidies to farmers through higher purchase prices to growers in the past: corn prices are set by the market, and the central finance will give certain subsidies to the three northeastern provinces and Inner Mongolia Autonomous region. and encourage local governments to concentrate subsidy funds to superior producing areas to ensure that the income of corn planting in superior producing areas is basically stable. The average subsidy level of the state to each province (region) per mu remains the same, and the subsidy base period remains unchanged within a certain number of years.

Under this new mode of subsidy, how can the money be distributed to farmers? The responsible person of the Ministry of Finance said that the central government allocates a certain amount of subsidy funds to the provincial finance, and gives local autonomy, and the provinces and autonomous regions formulate specific subsidy implementation plans to determine the subsidy scope, subsidy targets, subsidy basis, subsidy standards, and so on. The operation of subsidies should be open and transparent, and the allocation of subsidy funds by local governments should make full use of the previous work basis of direct grain subsidies, conscientiously accept the supervision of relevant sectors of society, and earnestly strengthen organization and implementation, ensure that the state financial subsidy funds are paid to corn producers.

A person in charge of the grain system in Heilongjiang Province said that at present, new corn is listed one after another from south to north, and October is expected to be a concentrated listing period. At that time, the new corn collection and storage mechanism will be implemented for the first time for farmers.

Farmers must find the market by themselves.

Yuan Fengbo, a farmer from Fuxin Village, Longanqiao Town, Fuyu County, Heilongjiang Province, is a major local grain grower, with a corn planting area of about 2000 mu this year. Yuan Fengbo is worried that grain sales will be a big problem this year. He said that in previous years, farmers' grain was sold to the state grain depot, and even if some farmers sold their corn to grain brokers, in the end, most of them sold it to the state grain depot. This year, we have to find the market on our own, and there is a lot of pressure.

According to local village cadres, after the cancellation of corn storage, the state will give farmers subsidies when planting corn, so farmers will get part of the income. However, the implementation of market-oriented acquisition means that corn, the policy grain that has supported the market for many years, will become market grain. Without the state to support the market, farmers who are used to selling corn to national grain stations will face a certain impact this year.

Guo Tao, head of the Storage and Transportation Unit of the Grain Bureau of Fuyu County, Heilongjiang Province, said that in the past few years, Heilongjiang Province has been implementing a corn temporary storage policy, that is, "supporting the market" to purchase corn, and grain depots that undertake the task of corn collection and storage are purchased openly. Relative to the market price, the temporary storage price of corn has been running at a high level. Affected by this, in recent years, most of the corn in Heilongjiang Province has entered the national storage, and a small part of corn has entered the market circulation links such as trade, deep processing enterprises and so on.

The relevant person in charge of the financial department of Heilongjiang Province said that in accordance with the Heilongjiang corn subsidy program, according to the total subsidy funds of corn producers in the province and the legal actual planting area of corn verified by the Provincial Bureau of Statistics and the Provincial Commission of Agriculture, the average subsidy standard of corn per mu in Heilongjiang Province is calculated and determined.

Provincial Governor responsibility system to prevent difficulties in selling Grain

In the first year of the implementation of the new policy, how to avoid farmers being unable to find a market and making it difficult to sell grain on a large scale? A person from the National Development and Reform Commission responded that the six departments issued articles in advance before the start of corn acquisition in order to supervise and restrain all relevant parties and make joint efforts to jointly do a good job in corn acquisition in Northeast China this year.

Who will be in charge of this? In the circular jointly issued by the six departments, it is clearly required to establish and improve the working mechanism led by responsible comrades of local governments, strengthen organizational leadership, strengthen departmental cooperation, clarify the division of responsibilities, implement responsibilities at various levels, and do a good job in corn purchase in the region as a whole. The circular calls for stepping up the formulation of a targeted and highly operational acquisition work plan to ensure that some people collect grain, have money to collect grain, and have warehouses to collect grain, so as to prevent farmers from "difficult to sell grain."

Where is the market that farmers need? The circular also contains: all relevant regions should take effective measures to co-ordinate and organize branches of central enterprises and local backbone grain enterprises within their jurisdiction to take the lead in market acquisitions, encourage and guide diversified market entities to actively enter the market, and mobilize and protect the enthusiasm of enterprises. Give full play to the role of grain processing "regulator", encourage the processing and transformation of enterprises, support qualified enterprises to extend the industrial chain, vigorously develop deep processing, and promote the coordinated development of the upstream and downstream of the corn industry.

There are also clear requirements for the leading enterprises that received grain in the past: after the new grain is listed, the China National Grain Storage Corporation should rotate into the central reserve and the national one-time reserve of corn in an orderly manner; relevant central enterprises, such as COFCO and AVIC, should make full use of their own channels and advantages to carry out market-oriented acquisitions, and strive to be no lower than last year's policy purchases, and play a leading role. Central enterprises should comprehensively consider the market trend and the acquisition of other market entities, reasonably grasp the timing and rhythm of acquisition, and achieve balanced acquisition "in the city" all the time.

Can farmers get subsidies under the new mechanism? The circular also stipulates that during the purchase of new grain, local governments and relevant departments should formulate and implement plans for the implementation of subsidies for corn producers and really pay the subsidies to actual growers.
