In the process of pilot construction, the city adheres to the market orientation and actively broadens the circulation channels, making the production and marketing connection mode more mature. A 10 million yuan enterprise order performance risk fund was set up to establish a stable purchase and sales relationship with Cofco Group, Huiyuan Juice, Carrefour, Wal-Mart and other enterprises, which greatly increased the order production ratio of agricultural products in the demonstration area. On this basis, great efforts should be made to create famous and high-quality products, popularize and promote the regional public brand of "Guocheng Brand", with 468 registered agricultural trademarks and 15 geographical indications agricultural products. 1.642 million mu base has passed the origin certification of pollution-free agricultural products, and 163000 mu base has passed organic certification.
It is reported that Nanchong City became the first batch of national modern agricultural demonstration zones in August 2010 and was shortlisted for 21 national agricultural reform and construction pilot demonstration zones in May 2013. Over the past few years, the city's pilot work has achieved remarkable results: strengthening support and cultivation, strengthening the main body of management, making the new agricultural management system more perfect; highlighting project integration, strengthening investment guarantee, and more efficient new ways of financial support; relying on financial capital, improve the service system, optimize the new mechanism of agricultural investment and financing, give full play to insurance functions, enhance the ability to protect farmers, and take more effective measures to prevent risks. We will improve facilities, strengthen scientific and technological support, and make the new base of characteristic industries more modern.
In order to provide a solid guarantee for the pilot work, all counties and districts in the city have always promoted the pilot project as a key starting point for the work of agriculture, rural areas and farmers, constantly enriching and perfecting the leading group for agricultural reform and construction in the demonstration area and the office of the management committee, and established a joint conference system for the construction of the demonstration zone, and promoted the pilot work as a "top leader" project. The city, county (district) finance has increased the pilot special funds year by year, and actively strived for the financial support of the central and provincial governments, thus ensuring the rapid progress of the pilot work. Generally speaking, a "battle map" for project construction has been drawn up at the beginning of the year to clarify the contents and objectives of project construction. The production of the "Project Construction Task Guide" subdivides the construction objectives to the field plots, and the district and county leaders, county-level department leaders and township leaders are responsible for the three levels, forming a clear "certificate of responsibility." The management committee of the city's national modern agricultural demonstration zone has formed a special supervision and inspection team to promote the project work method of "weekly supervision and inspection notification, monthly listing incentives, and quarterly on-the-spot promotion", and pay close attention to implementation with the style of "not afraid of offending people."
