You know, Beiyue Village is not an ordinary village, but a large village with more than 4000 people and more than 6000 mu of arable land. This seems an impossible task. In the past, rural family planning work was regarded as "the most difficult in the world" by grass-roots cadres. Now, in the eyes of rural cadres, the prohibition of straw burning has become "the most difficult in the world" in rural work. After understanding the original situation, Guo Fenghua took four effective measures during the first "Sanxia" burn ban period after serving as the village branch secretary: first of all, step up publicity. That summer, the village posted more than 300 slogans, hung 50 street couplets, played a recording of a speech banning straw burning three times a day, and signed a straw burning ban contract with more than 1000 villagers. Secondly, 30 party members, village cadres and cadres stationed in the village were divided into 10 anti-burning teams, organized patrols in accordance with the delineated area of responsibility, and set up three straw anti-burning command sheds to hang leaders Wang Jianfeng, village cadres Yang Chunzhi and Guo Fenghua together to be responsible for directing, supervising, patrolling and dealing with the problems arising in the work of banning burning; the third is to set up straw purchase points. At that time, Bi Yanzong, secretary of the party committee of the town, and Zhang Hui, mayor of the town, personally signed a straw purchase contract with the Luohe Silver Pigeon Paper Mill, allowing the paper mill to set up six straw purchase sites directly in Bai Si Town, and Beiyue Village won the establishment of a purchase point. If each mu of straw is sold to the purchase point, the villagers can earn 120 yuan, but who will not do it if they turn waste into treasure? The enthusiasm of the masses in banning burning was immediately aroused; fourth, the harvest was strictly controlled. The village stipulates that the harvester without a fire extinguisher is not allowed to work, the harvester without a shredder is not allowed to operate, and the stubble after harvest is not allowed to exceed 15 centimeters. The anti-burning team is responsible for measuring the stubble harvested by each harvester and strictly checking the stubble one by one.

No matter how well the detailed rules of work are done, we still need to lead by example as cadres and take the lead in implementing them in action. During the intense work of banning burning for half a month, Guo Fenghua stuck to the harvest line day and night, and her originally fair face was tanned. Under the leadership of Guo Fenghua, through the joint efforts of all village party members, village cadres stationed in the village, and village group cadres, the whole village did not catch fire in the work of banning burning in the "three summers" for the first time, and was commended by the town party committee and government.
