Even during the interview, his phone had not been disconnected. It is no wonder that he runs the demonstration base of Mongolian medicine planting in Naiman Banner, and there are more than 100 villagers living on him. How can he not be busy?
Liu Guoan is Secretary of Party Branch and Deputy Secretary of Baobei River Gacha Party Branch of Facilities Agricultural Centralized Development Zone in Naiman Banner Sharihaolai Town. He is also responsible for seed breeding base of Mongolian Traditional Chinese Medicine Planting Core Demonstration Zone in Naiman Banner Sharihaolai Town and Chairman of Naiman Banner Guoan Agricultural Development Co., Ltd. After retiring from Liaoning Armed Police Corps in 2003, Liu Guoan embarked on the road of starting a business and becoming rich. After several years of struggling in Shanghai, he always thought about the villagers in his heart and always hoped that one day he could use his own strength to drive the villagers to become rich together. Liu Guoan never forgot this wish from beginning to end. Even if he lost money in those years, he actively helped villagers find markets and sell crops.
In 2008, the Party Committee and Government of Naiman Banner actively responded to the call of the state to develop facility agriculture. With the help of the east wind of policy, Liu Guoan also pondered the establishment of facility agriculture. He took the initiative to find the town government, coordinated with relevant departments, took the lead in contributing people, and finally made Baobei River Village take the lead in developing 120 mu of facility agriculture project and built 25 greenhouses for planting vegetables and fruits. Except for the three greenhouses he took the lead in contracting, the rest were contracted to villagers. In just one year, the facility agricultural area of Baobei River Village developed to 2000 mu and 528 greenhouses, which also became the largest facility agricultural development zone in Tongliao area at that time. The fruits planted, such as melon and fresh peach, are exported to Shenyang, Beijing and other places. Some registered trademark products have also entered the National List of Top 100 Agricultural Products. Villagers are expected to become rich.
In 2014, at an agricultural exhibition, Liu Guoan saw the broad development prospect of medicinal materials, so he tried to plant dozens of mu of Chinese herbal medicine, and the results were considerable. He found the new planting direction in time to seize the business opportunity, set up a herbal medicine planting professional cooperative, through the planting of medicinal materials, and villagers together to become rich. During this period, Liu Guoan established long-term cooperative relations with many pharmaceutical enterprises in Anguo City, Shandong Province, Chifeng City and other places in Hebei Province, and developed the characteristic planting industry of Chinese and Mongolian medicine in the mode of "company + cooperative + farmer household." In the cooperative, villagers can choose to transfer the land out and work for the enterprise to realize double insurance and double income; they can also choose to plant seed seedlings of Mongolian medicine in their own irrigated land or courtyard. The enterprise will sell seed seedlings to villagers on credit, distribute agricultural materials, provide technical guidance and harvest, sell and recycle work, and truly realize the "one-stop" service from planting to harvesting.
Li Hui, a villager of Sharihaolai Forest Farm, has been working in the cooperative for more than a year. Two years ago, Li Hui personally saw Liu Guoan planting medicinal materials harvest, heard that he needed land, Li Hui did not hesitate to transfer 50 acres of land at home to him, he also came to Liu Guoan's company to work for him. Think of the past, Li will work hard to cultivate that 50 acres of corn land, not only to see the mood of "God", but also worry about the burden all day long, even in a bumper harvest, but also can sell 20,000 yuan. But now, the land transferred out can recover more than 30,000 yuan per year with fixed rent, earn 100 yuan a day, and get 50,000 yuan a year with the lowest net income. It is simply a good job with zero risk, high income and guaranteed income from drought and flood. At this point, Li Hui couldn't help laughing.
In the cooperative, there are 123 members like Li Hui who have embarked on the road to prosperity. In order to enable more poor households to get rid of poverty and become rich as soon as possible, Liu Guoan also focused on them into the cooperative care objects, and even provided many preferential conditions for poor households to join the cooperative. At present, 83 poor households in the cooperative have long since taken off the label of poverty. By developing courtyard economy alone, villagers can earn 2000-3000 yuan per mu of land.
At present, the number of members of the cooperative has increased from the initial few to more than 100 now, radiating and driving the surrounding masses to plant more than 3000 mu of medicinal materials. The base has also been confirmed as a demonstration base for planting Chinese and Mongolian medicinal materials in Naiman Banner, a breeding base for high-quality seeds and a demonstration base for agricultural cooperatives of the National Agricultural Chamber of Commerce. Liu Guoan is also getting closer and closer to the wish of getting rich together with the villagers.
