Li Quansheng: a sericulture man's unfinished sericulture complex

In Shiwan Village, a provincial poverty-stricken village in Quanan Town, Neijiang City, there is a common figure wandering around, with a pair of scissors and a small hoe, looking at mulberry leaves from time to time, mulberry trunks from time to time, and sometimes digging dirt. He is Li Quansheng, a retired sericulture professional technician.

Li Quansheng has worked in Neijiang County Agriculture Bureau sericulture Station, Dongxing District Silkworm Cocoon Management Bureau and Silk Company, and has been engaged in sericulture technology promotion and guidance for more than 30 years. In December 2014, Li Quansheng returned to his hometown in Quanan Town after retiring. Through the Rural property Rights Exchange Center of Neijiang City, he transferred 521 mu of land in Shiwan Village, Quanan Town, to plant characteristic fruits and precious flowers dominated by fruit mulberry, with the aim of comprehensively developing the fruit mulberry industry and creating an unfinished sericulture garden with flowers blooming and fresh fruit picking in four seasons.

In order to change the face of poverty in Shiwan Village and help local poor families shake off poverty and become rich as soon as possible, led by Li Quansheng, several friends with some capital jointly injected 4 million yuan into Neijiang Shiwan Sansheng Agricultural Development Co., Ltd. With the strong support of the two village committees and the party committee and government of Quanan Town, Li Quansheng held many members' meetings to widely publicize the land transfer policy and income, lifted the land consciousness of farmers, and agreed to land transfer. At that time, many members reflected, "after I have transferred the land, what shall we eat?" How can the boundary of my land be clear? What if the boss can't run away after the land transfer? What should I do if I leave some land to grow vegetables? What should we do if we want to build houses and bury the land of the elderly? " In view of these problems, Li Quansheng and the cadres of the town and village community explained them one by one and made clear and revised them one by one in the land transfer contract. For example, 13 social members Liao Zhengxue and Chen Chundong were unwilling to transfer land. Li Quansheng transferred the land area that he was willing to transfer among the farmers who were not included in the scope of transfer, and allocated the same area to them, not only the land was more fertile, but also closer to home, making them satisfied.

At the end of September 2015, after Li Quansheng paid the land transfer fee, many farmers did not finish harvesting red peas and winter beans. For the sake of the farmers, Li Quansheng waited until November to receive the land. Then they went on with land consolidation non-stop. Bulldozers, large and small excavators, land-turning tractors, rotary tillers and so on work overtime. They also bought back from Jiaxing, Chengdu, Yibin and other places in Zhejiang Province a truckload of different varieties of mulberry seedlings, Yinhong plum trees, figs, ginkgo trees, orchid trees, crape myrtle trees, cherry blossom trees, sweet-scented osmanthus trees, plum blossom trees, and so on, and organized more than 40 members to plant them within two months. By August 2016, the company has planted 260 mu of mulberry, 60 mu of Yinhong plum, 50 mu of figs, 50 mu of peach orchard, 10 mu of plum blossom and 5 mu of sweet-scented osmanthus. At a distance of two meters, 2200 cherry blossom trees and crape myrtle trees, as well as ginkgo trees, blue flower couplets and crape myrtle trees were planted on both sides of the road. At the same time, there are 30 mu of land for aquaculture and fishing, 60 mu of land for planting ornamental lotus flowers and picking lotus seeds.

In the past two years, the land outflow households of Neijiang Shiwan Sansheng Agricultural Development Co., Ltd. have not only received full transfer fees on schedule, but also earned more income from working in the park. They have a job to do every day, and their wages are paid regularly every month. Sansheng Agricultural Company pays a total salary of more than 35000 yuan a month, so that the members at home can really experience the happiness and benefits of working at home.

With the support of the project, the Guosang Park in Shiwan Village has also built 1020 meters of high-standard roads to the dam side of the farmers' courtyard, 1650 meters of cement roads and 3000 meters of convenience roads, and 4300 meters of main water pipes for the new water-saving project. With the continuous construction of these infrastructure, earth-shaking changes have taken place in mountain villages that have not changed for decades, and the vast number of members have smiled with satisfaction and sincerely praised the good land transfer policy.

At present, in the fruit mulberry park in Shiwan Village, patches of green mulberry trees are growing happily. On the basis of attracting members to join the Shiwan Sansheng Farmers' specialized Cooperative in Shizhong District of Neijiang City, Li Quansheng also set up a professional cooperative for farmers growing silkworm mushrooms and edible mushrooms in the central district of Neijiang City, hoping to let more members embark on the road to prosperity. The fruit and mulberry industry in Quan'an Town will develop into a comprehensive circular economy industrial park integrating fresh mulberry fruit picking, dried fruit processing, mulberry wine, mulberry paste, mulberry leaf tea, mulberry leaf dry powder, mulberry branch edible fungi and ecological breeding under the forest. In the near future, Shiwan Village will present a magnificent picture of prosperous industry, fragrant fruit, beautiful environment, beautiful scenery and flower dance.
