Excavate rural natural ecological resources and traditional cultural connotation, highlight rural advantages. Compared with prosperous metropolis, the advantage of rural tourism lies in the poetic scenery of returning to garden and field residence, picking chrysanthemum and east fence, and in the agricultural civilization of farming and grazing, spring sowing and autumn harvest. In the development of rural tourism, we should highlight the differences between rural culture and urban culture. It is necessary to retain local characteristic rural buildings, maintain simple rural natural features, create rich local cultural flavor, and try to avoid "large and complete" scale construction. We should dig deep into the humanistic connotation of rural tourism, encourage and support tourism poverty alleviation villages to carry out folk performances, agricultural experiences and festivals with local characteristics, and maintain the unique "agricultural flavor","local flavor" and "game" of rural tourism scenic spots.

Establish rural tourism docking mechanism and income sharing mechanism to highlight farmers 'interests. Rural areas have the advantages of tourism, but they also need modern tourism concepts and capital to develop. Establish an open rural tourism docking mechanism and income sharing mechanism, connect rural landscape, farmers 'resources with modern tourism concepts and capital, promote complementary advantages, and drive poor people to become rich. Expand rural tourism routes and industrial value chains to highlight agricultural value. In-depth excavation of rural high-quality local specialties and traditional handicrafts, give full play to the driving radiation role of rural tourism, create regional characteristic agricultural products, snacks, catering, handicrafts brands, and realize product standardization. We should develop rural tourism routes as a whole and form a joint force of rural tourism. Taking Daming County of Hebei Province designated by the Development Research Center of the State Council for poverty alleviation as an example, rural tourism and agricultural resources are being integrated in a unified way, developed in groups, and scientifically planned to launch rural tourism routes. To create a rural cultural tourism brand integrating six themes of eco-agricultural tourism, canal culture, Hui culture, celebrity culture, snack culture and red culture. Form a rural tourism industry model with six functions of humanities, nature, folk customs, leisure, entertainment and education, provide regional rural tourism experience with distinctive characteristics and complementary advantages, and enhance the overall attraction of tourism.

Establish rural tourism collaborative management and service mechanism, highlight government functions. The development of rural tourism and the implementation of tourism poverty alleviation involve a wide range of points, which need to be linked up and down and promoted in coordination. We should strengthen overall planning and joint management. Establish a coordinated management and service mechanism for rural tourism by tourism, agriculture, culture, transportation, planning, land, environmental protection, finance, development and reform departments. To solve the problems of planning docking, land security, administrative examination and approval and integrated use of funds in tourism poverty alleviation work as a whole, organically integrate rural tourism work into the overall situation of poverty alleviation, and jointly promote the rapid development of rural tourism. We should do a good job in top-level design and planning. Actively explore the "integration of multiple planning", effectively link the rural tourism poverty alleviation planning with the local economic and social development planning, the overall land use planning, the relocation planning for poverty alleviation, the overall planning of scenic spots, the transportation construction planning and other special plans, and scientifically formulate the special planning for rural tourism poverty alleviation.

Strengthen customer market positioning and marketing promotion, highlight the role of the market. At present, marketing is still a weak link in rural tourism. To accurately locate the target customer source, actively explore the customer source market. Take the surrounding large and medium-sized cities as the first-class tourist source market, organize rural scenic spots to publicize and promote the surrounding main tourist source places, and carry out business cooperation with local travel agencies. Local tourists drive foreign tourists, start first, then enlarge, then strengthen, demonstrate and drive, and build momentum for tourism to help the poor. It is necessary to open up rural tourism marketing channels, take the initiative to actively plan, and carry out centralized display, bundling marketing and joint promotion of rural tourism products, special snacks and special agricultural products. Network new media marketing can be used to support and promote Internet enterprises to deeply participate in tourism poverty alleviation publicity and marketing, and make full use of network media to carry out publicity and marketing of tourism resources and products.

Improve the infrastructure and sanitary environment of rural tourism and highlight the taste of demand. The development of rural tourism should not only achieve "open the door to see nature", but also require "closing the door is modernization". The government should unify planning and guidance, improve rural tourism infrastructure, and intensify the construction of transportation, communications, water and electricity infrastructure in poor areas. Promote the construction of connecting roads from scenic spots to trunk roads, and ensure that parking lots, tourist toilets, centralized garbage collection stations, medical first aid stations, agricultural and sideline products shops and tourist signs are built in each key village. Accelerate the improvement of rural broadband information infrastructure and improve tourism reception conditions.
