Xidiantou Village is 5 kilometers west from the town of Laopo. There are 756 households and 2012 people in the village, of which 58 are poor households. In February 2015, Peng Jun, appointed by the Shandong Provincial Local Taxation Bureau, came to Xidiantou Village, Laopo Town, Junan County, Shandong Province, as the first secretary, and began a two-year package work.

Laopo Town has unique geographical conditions, beautiful scenery, many mountains, many woodlands, the output of apples, chestnut, honey, peanuts, mountain eggs and other agricultural products, green pollution-free, high-quality and thick products. However, due to the lack of publicity and promotion, the sales channel is narrow, which has become the "Peach Blossom Garden" blooming alone.

" After full research, Peng Jun, who majored in information, decided to give full play to his own advantages, lead the villagers to start a business and develop their own rural e-commerce.

To this end, Peng Jun led his team to cooperate with Qilu University of Technology, presided over a training course on rural e-commerce, and analyzed the broad prospects for the current development of rural e-commerce. After the training, most villagers left contact information and offered the intention of the first secretary to help them develop agricultural e-commerce.

In April 2016, Peng Jun organized and held a practical operation training and farmers'e-commerce docking meeting for rural e-commerce in Laopo town, invited e-commerce experts and scholars in the province to do professional training, and invited more than 30 people from county supply and marketing cooperatives, farmers and contractors to hold e-commerce and peasant household docking meetings. E-commerce showed strong interest in 8 products, such as mountain eggs, miscellaneous grains, mulberry leaf tea, peanuts and miscellaneous fruits. Carefully build the first Secretary's e-commerce brand

In August 2016, Peng Jun raised 200000 yuan to build an e-commerce operation center in Laopo Town, Junan County, in the village where he worked, connecting the e-commerce industrial park in Junan County upward and laying out village-level information service stations downwards. At the same time, Peng Jun concentrated the superior resources of agricultural products in the town, revealed the identity of the first secretary, and set up an e-commerce with the theme of "first Secretary to help you Amoy" on the Internet.

The lack of professionals is the biggest problem in the initial stage of the establishment of the center. Peng Jun carefully selected the young children in the town, improved their professional skills by offering free lectures and going out to study, recruited eight outstanding people to work in the center, and set up promotion, operation, customer service, finance and other working groups, forming a complete organizational and operational structure.

September 13, 2016 is a special day. On this day, the theme of "first Secretary Amoy for you" e-commerce officially launched at the Junan special meeting of industrial e-commerce in Shandong Province. the total number of visitors in the first month was 1178, the sales volume was 13478 yuan, the payment conversion rate was 9.1%, and the praise rate was 100%. Through the efforts of Peng Jun and his team, the e-commerce center has completed the docking and launch of products with more than 10 farmers and professional cooperatives, and more than 10 special products have been launched. So far, the total sales of the "first Secretary Amoy" e-commerce platform (including Taobao, WeShop and other agreement online stores) has reached 59259 yuan, the number of product orders has reached 2900, the praise rate of products and services is 100%, and the payment conversion rate has reached 7%. Zhuang Xinqi, 23, is a disabled person. Peng Jun paid 3000 yuan to subsidize her to attend e-commerce training, purchased consignment products, and recruited her as a staff member of the center. Through this ordinary and special job, she regained her confidence in life.

At present, the center has helped more than 10 poor households in Xidiantou, Shuangshan and other villages sell nearly 20,000 yuan worth of peanuts, sweet potatoes, millet, mulberry leaf tea and other agricultural products. For poor households who really do not have the ability to work, Peng Jun strives for 100000 yuan of poverty alleviation funds to be invested in e-commerce operation, and adopts the way of buying shares and dividends to distribute profits to poor households to help them get rid of poverty at an early date.

Recently, Laopo Town in Junan County was named as a pilot town for the construction of "information-based poverty alleviation demonstration town" in 2016. Peng Jun, the first secretary, contributed to this honor.
