Laozhuang Village at the foot of Liupan Mountain is a typical dry farming area in mountainous areas. in order to help poor villagers increase their income through various channels, they can live a happy life as soon as possible. In 2007, after consultation, Li Jiliang, who had seen the world, became the secretary of the village party branch and set his sights on the economic development with local characteristics. After careful consideration, he believes that the planting of traditional Chinese medicine in a large area is a golden road for villagers to shake off poverty and become rich.

In order to drive everyone to plant traditional Chinese medicine, he led several large growers in the village to go all over the nearby counties and townships to learn from the advanced experience of Longxi County in developing the traditional Chinese medicine industry, and to contact the masses with medicinal seeds, provide technical guidance, and sell. Since 2009, he has taken the lead in planting 300 mu of traditional Chinese medicine in the village, allowing villagers to dispel their doubts about the benefits of planting traditional Chinese medicine. At that time, when we saw that the income of planting 1 mu of medicinal materials was more than 800 yuan, which was several times that of grain, the villagers saw hope from planting Chinese medicinal materials and began to plant them spontaneously.

Before 2007, villager Li Xin and his family lived in an adobe house with "heavy rain outside the window and small raindrops in the house". At that time, his children were at school. Now, Li Xin and his family not only live in a new house, but also rely on raising cattle to become wealthy households in the village.

At the end of 2013, Li Zhizhu wanted to build a new village in the open Sichuan land at the foot of Laozhuang Village and move the villagers down from the mountain, which the villagers thought was impossible. In order to implement the issue of land replacement for the construction of concentrated points, he held a villagers' Congress to propose this matter, led members of the team to publicize it door to door, convened a general meeting of all villagers to vote on land replacement, and publicized the results of land replacement. every link and every problem is fair, clear and clear in front of the villagers, and after the completion of the new countryside, village greening, new drainage tap water, solar water heaters and so on are readily available.

The idea of giving the masses a good living environment and a good place to go in their spare time is firmly engraved in Li Jiliang's mind. In 2015, with the help of the city and county "whole village promotion" project, a cultural activity square integrating party building, ecology and leisure was built in the village. the square has fitness equipment, leisure corridors, stereos, street lights and so on, just like a small urban park.

In March 2015, the construction of the focus point for the renovation of dilapidated houses entered the preliminary preparation stage, and after the address was determined, the land was replaced into a hard "hard bone". Replacing the mountain with Sichuan land, villager Li Jinping couldn't figure it out. Villagers' representatives and Li Jiliang went to his home five times to explain the state's land policy and listened carefully to Li Jinping's opinions. Finally, an agreement was reached, which dispelled Li Jinping's misgivings and made the renovation of dilapidated houses proceed smoothly.

In order to earnestly help the villagers solve the outstanding problems of life and production, he arranged for the "two village committees" and representatives of the masses to be on duty at the village committee every day, and printed a list of the problems reflected by the masses to record and solve the problems reflected by the masses in a timely manner. if they cannot be solved, they will report to the township party committee in time, and when the masses see that the village cadres are trying their best to help them, they will feel calm, angry, and have fewer opinions, and there will be no petitioners.

Li Jiliang led the staff of the "two committees" of the village to earnestly do a good job in all the work of the village, and many of the work were affirmed by the relevant departments at a higher level.
