Shuanghe Village is a key poverty alleviation village in Kaizhou District. Because of its remote location and poor natural conditions, there are many people living in poverty due to illness and returning to poverty due to study. In order to complete Chongqing's plan to get rid of poverty in the 13th five-year Plan on time, in 2015, Chen Changhua, who used to be the deputy mayor of Jiulongshan Town, took the initiative to sink into the village, served as captain of the poverty alleviation task force in Shuanghe Village, and concurrently served as the "first secretary" of the village's party branch.

Chen Changhua said that from this day on, he made up his mind to be a "doer" who bravely shouldered a heavy burden. For more than a year, Chen Changhua, with members of the poverty alleviation team, went to the homes of all the poor people in the village, had a heart-to-heart talk with every poor people, solved different difficulties in a targeted way, and sought a long-term solution to get rid of poverty and become rich. After fully understanding the situation in Shuanghe Village, Chen Changhua found that the climate here is suitable for growing figs, and the villagers also have the planting experience and the desire to develop characteristic agriculture. As a result, Chen Changhua and his team members contacted experts and agricultural enterprises everywhere. In just one year, a cooperative was set up in the village, and every household became a shareholder. In addition to getting wages, they could also pay dividends at the end of the year.

"there are no problems that can't be solved, only people who refuse to do anything!" Chen Changhua said: it is precisely to strengthen this belief that he and members of the task force have successively established and improved five major accounts and 11 basic information files for poor households in the whole village, such as "Survey Table for Poor households,"accurate Poverty Alleviation Table for returning Poor households," and "schedule of Family income." it has laid the foundation for getting rid of poverty and becoming rich. At the same time, it has also formulated accurate poverty alleviation plans, drawn up 10 project plans in the areas of infrastructure improvement, industrial development, and household support, vigorously developed poverty alleviation industries, and increased infrastructure construction. By the end of 2015, 241 poor people from 70 households in Shuanghe Village had been lifted out of poverty smoothly.

In order to get rid of poverty, Chen Changhua must play the role of "man of principle". He said: the party and the state have a good policy of getting rid of poverty, and a large number of capital projects have been invested in grass-roots rural areas.If village cadres do not put a good pass and do not pay attention to principles, it will not only harm the interests of the masses, but also damage the image of the party.

Before Kaizhou District allocated land fares to Shuanghe Village villagers in 2015, many people came to Chen Changhua, hoping to take care of them and turn "one family, one house" into "one family, one house" so as to raise the standard of compensation. Chen Changhua put on his desk the two policy documents of "land reclamation in Kaizhou district" and "implementation plan of land reclamation in Jiulongshan town". Whenever someone comes to entrust a relationship, hand it over to them and ask each other to study seriously. When people saw that he was "not good at oil and salt", they had to act according to the rules.

Chen Changhua was so unkind that he attracted some people's cynicism: "A small deputy mayor is so terrible that he is not even human!" Chen Changhua said: "I will never exchange principles for 'human feelings', especially in dealing with 'illegal construction' and 'land reclamation compensation' and other work, no one can say human feelings!" It was because of this awesome temper that Chen Changhua was given a nickname of "Chen principle", but Chen Changhua loved it very much.

Working in Jiulongshan Town for five years, Chen Changhua has never taken a public holiday. He has almost no concept of public vacation in his mind and is preoccupied with his work. Even if he is married, with a family and a wife, he still puts his work first and takes the unit as his "home." all housework falls on his wife and parents, and his family has complained countless times that he is "only concerned about the public and not private." this also makes Chen Changhua often feel guilty about his family.

In November 2016, after the poverty alleviation task of Shuanghe Village was fully completed, Chen Changhua was transferred from Shuanghe Village. He said that there is a long way to go to get rid of poverty, no matter in any position, he will do the greatest responsibility for poverty alleviation.
