In September 2006, in the questioning eyes of the villagers, Yang Guoxia began to serve as the secretary of the village party branch. At the beginning of taking office, more than 50 newly built houses in the north of the village had not yet been electrified, and they were lit by candles at night. Yang Guoxia rode her bike to the electric power station for many times, wearing soft and hard bubbles, and finally the electric power station installed a transformer in the village free of charge, which solved the electricity problem of some villagers.

In the past, the villagers ate a 40-meter shallow well with impurities and floating objects in the water. Yang Guoxia actively reflected to the town government and the District Water Bureau, won the Huimin target and drilled a 205-meter rock well for free. Later, the village funded the drilling of two rock wells and replaced the aging tap water pipes for the villagers free of charge, thus thoroughly solving the drinking water problem.

In March 2009, the newly formed team of the "two committees" of the village started the road construction project. Yang Guoxia stuck to the construction site to solve the problem at any time. After three months of intensive construction, two main streets from east to west and from south to north have been completed. After that, 24 cement roads were built, which basically realized that every household had access to cement roads.

Next, 275 street lamps were installed on both sides of the street and 260 Robinia pseudoacacia trees were planted. Yang Guoxia found 10 sets of fitness equipment and built a fitness square, giving villagers a good place for leisure and entertainment. In order to enrich the villagers' cultural life, Yang Guoxia set up a dance team for the elderly and a youth dance team, held two high-quality "Spring Festival Gala", and organized and published the history of Zicaowu village.

In 2012, Zicaowu Village needs to shut down 4 mountain farms and 28 lime kilns. In the face of the lack of understanding of the business owners, Yang Guoxia gave them reason, policies, and solving problems. Zuo Xuezhi installed new equipment and was reluctant to dismantle the lime kiln. "this industry really pollutes the environment and harms the health of the villagers. You should switch to the farming industry." "it's simple for you to say that if there is no water on the mountain, what can you grow?" "I'll think of a way to lead the water up the mountain." Yang Guoxia kept her word and sent a pipeline to divert water up the mountain, leading Zuo Xuezhi and other business owners to visit the farming industry. Today, the mountain fields and lime kilns have all been closed, and the surrounding environment has been purified.

Today, Zuo Xuezhi's farm has seen its first scale: 230 Yanzi, 60 Boer goats and more than 30 fattening pigs. Jujube and walnut trees on the mountain have borne fruit and earn a lot of money. Zhang Baoshen, who opened the mountain farm in the past, was more successful in his transformation, raising more than 10 kinds of wild boar, meat donkey, firewood chicken, peacock, American turkey and so on. "Let's take a look at it first. if you raise more money, the benefits of meat donkeys and sheep are good. They have earned more than NT $100,000 this year!" Zhang Baoshen said with delight.

Yang Guoxia insists on sunny operation, open and transparent to the major issues in the village and the construction of key projects. In April 2012, Zicaowu Village was assigned 25 homestead targets. My sister-in-law found Yang Guoxia privately: "my son has been married for many years and has been living in the opposite house with me. Why don't you get me a homestead?" Yang Guoxia said awkwardly, "Sister-in-law, the village is lined up according to the year of birth, and we can't change the age on the hukou book." As a result, my sister-in-law failed to get the homestead.

Yang Guoxia has been the secretary of the village party branch for 10 years. She has faced numerous difficulties, suffered numerous grievances, and mediated numerous disputes, but she is still on the way to serving the villagers.
