Guitizhai, which has a long history, was once a famous chaotic village. In 2000, several veteran party members of the village approached Yang Jiachen and begged him to run for director of the village. At that time, Yang Jiachen contracted a brick factory with a booming business and an annual income of nearly one million yuan. When I heard that he was running for village director, his relatives and friends advised him not to clean up the mess for others.

However, despite the opposition of his family and friends, Yang Jiachen ran for village director and was elected by a large number of votes.

After Yang Jiachen took office, he overcame huge resistance, cleared electricity bills, dismantled the private construction in the village, renovated the appearance of the village, drilled wells and built roads, used idle land in the village to build industrial communities and farmers' markets, attracted hundreds of individual industrial and commercial households to move in, and built farming communities on the barren slopes outside the village to guide the villagers to develop large-scale aquaculture, and the villagers gradually became rich.

In December 2005, the team of the "two committees" of the village was changed, Yang Jiachen was re-elected as village director, and was elected secretary of the party general branch with full votes.

In 2009, Yang Jiachen proposed to establish the first rural joint-stock company in Qinhuangdao City-Harbor Agricultural and Industrial Co., Ltd. In 2012, in order to promote the development of weak villages, Yang Jiachen also served as the secretary of the party branch of Xiaole'an Village, becoming the first party branch secretary in the region to serve across villages. At the beginning of 2015, when the "two committees" of the village were changed, Yang Jiachen proposed that he would no longer serve as secretary of the general party branch of the village because he had not recovered from the operation of cholelithiasis and cholecystitis. However, he could not refuse the trust of party members and villagers, and resolutely assumed the important task of the secretary of the general party branch of the village.

In 2006, the "well-off Building" in Guitizhai Village was completed, which solved the housing problem of 196 villagers. In 2014, the first and second phases of the relocation houses in Guitizhai were completed one after another, and all the villagers moved into the finely decorated new houses.

Villager he Xiping's mother died young, and his elderly father lived by picking up rubbish. He was still in his thirties and could not get a wife. With the help of Yang Jiachen, he got married and had two daughters. My daughter has no job after graduating from college and wants to rent a commercial house in the village to open a kindergarten. In the reconstruction of the old village, the demolition task of 380000 square meters was completed in only 45 days, and no one petitioned, creating a miracle in the history of demolition in Qinhuangdao City.

During the critical period of construction, Yang Jiachen stared day and night, often sleeping only three or four hours a day. At that time, he suffered from severe gallstones and often sweated with pain. in order to keep working, he only told his family and a few friends who were close to him.

In June 2014, when the relocation room was allocated, he finally made time for surgery, when his condition was so serious that the stones broke the bile duct. But shortly after the operation, with a bandage around his waist, he began to wander around the village to check the quality of the new building and the law and order situation in the village.

Yang Jiachen likes to wander around the village, checking the appearance of the village and looking at the management of public security. Over the past 15 years, Yang Jiachen has hardly taken a holiday for more than 5000 days and nights.
