The rainstorm on July 19 caused the water level in the upper reaches of the river to rise sharply, causing an emergency in Jiasong Town, Nanhe County, which is located along the banks of the Shunshui River and Nanli River. At 09:30 that evening, the conference room of Jiasong town government was brightly lit. "with the exception of pregnant lesbians, all the others are on the front line." Wang Zhiqiang, secretary of the town party committee, issued the first order. Party members and cadres in the town played a "12-point spirit" and immediately carried out river embankment inspection and reinforcement.

Wang Zhiqiang instructed party members and cadres: "by means of loudspeaker, WeChat group, and QQ group, we should promptly publish weather and flood information to the villagers, and include village cadres and village party members to mobilize the masses from door to door to evacuate to high-lying areas." After two hours of evacuation, more than 3000 villagers were moved to safe areas.

On July 24, the floodwaters receded a little, and reinforcements arrived with boats. The charge boat was transferred, but because they were not familiar with the situation, everyone dared not enter the village rashly. Wang Zhiqiang was the first to stand out, jumped into a stormboat, and marched into the depths of the flood with his officers and men.

After days and nights of hard work, they successfully rescued more than 600 people trapped in Su Shizhang village, more than 1000 people in Wuzhuang village and more than 1400 people in Baifo village.

"there were no casualties in the town, which protected the lives and property of the people to the maximum extent." Wang Zhiqiang said with relief that the 9460 people transferred in the town had achieved hot food, clean water, clothes and beds in the shortest possible time.

We met Wang Zhiqiang in the vegetable shed in the north of Sushi Zhang Village, Jia Song Town. He is mobilizing forklifts and growers to clean up the mud after the flood. He said: "Party members and cadres should rush wherever they need it."
