The "Huai Ming" in Chen Baoping's mouth is Chen Huaiming, secretary of the party branch of Pozi Village, Luluo Town, Xingtai County, who is called the "backbone" by the local people.

Pozi Village is close to the river, and the villagers' houses are built halfway up the hill. When entering the flood season, Chen Huaiming always kept flood control in mind, arranged in advance the village committee office, the village primary school, and the sketching base as refuge and settlement sites, and informed the villagers door to door.

Sometimes big and sometimes small rainfall, but also let Chen Huaiming heightened vigilance. From July 18, loudspeakers in the village broadcast again and again, informing all households of geological disasters and households facing the river to come to the settlement site to avoid casualties.

The heavy rain on the 19th made Chen Huaiming unable to sit still. He came to the river in front of the village to check the flood situation, and found that the water level in the river was soaring. He immediately telephoned the village cadres to organize the transfer, and issued a "death order": all villagers must be transferred from house to house, and one household must not be left behind.

Torrential rains and floods hit Pozi Village hard, collapsing a total of 52 houses, causing 246 dilapidated houses, disrupting roads, circuits, and communications, and destroying cultivated land. However, due to the early transfer, there were no casualties in the village. Chen Huaiming said: "at a critical time, only when party members and cadres are not chaotic, can the masses rest assured and feel at ease."

The river passing through the village divides Pozi Village into two parts. At the settlement on the south bank, Chen Huaiming did not see his wife at first. Early the next morning, a nervous Chen Huaiming walked to his home along the dangerous bridge cracked by the flood. The door was open, two houses collapsed, the troika was gone, the sheep and chickens were gone, and there was no answer after a few shouts. His head got big all of a sudden.

With the help of the villagers, he finally found his wife who was hiding in the neighbor's house to avoid danger, and a hanging heart was released.

Before the flood receded, Chen Huaiming began to arrange for the river to be cleaned and the village embankment to be built. The hook machine was transferred to the town, but no one in the village could drive it. At this time, he thought of his son Chen Peiyu, who was driving a hook in a municipal company, and ordered his son to return to the village immediately. His wife didn't take a rest, and he arranged for him to cook at the settlement.

The whole family of the village branch secretary took part in the battle, and the masses saw it in their eyes and felt hot in their hearts, and they also took to the streets to clean up the debris and mud, reinforce the collapsed streets, and help emergency repairmen restore power supply.

The road has been opened and relief supplies from the outside have been sent to the village one after another. Chen Huaiming posted a notice saying that relief supplies were centrally distributed by the village. He took the lead in getting even a bottle of pure water until he was asked to get it, and he would never give himself any "convenience".
