Since working as a safety supervisor in 2002, Zhang Zhenfeng, director of the safety supervision station in Zhuzhangzi Township, Qinglong County, Hebei Province, has been sticking to his ordinary post silently and working diligently. "as long as you work for a day, you have to do your best, and human life is at stake. Nothing can happen to me." Thanks to his efforts, there have been no production safety accidents in the township for 10 consecutive years.

The township safety supervision station is not only the tip of the grass-roots level, but also the supervision outpost. Zhuzhangzi Township has a total of 18 enterprises, including non-coal mines, dangerous chemicals, fireworks and other high-risk industries, regulatory tasks are very heavy.

Supervision is a heavy task, and a sense of responsibility is the most important. In order to secure the ends and keep an eye on the front, Zhang Zhenfeng laid down a rule for himself: all documents issued by superiors must be personally delivered to the person in charge of the enterprise to ensure that the party and government's production safety principles, policies, decisions and arrangements are delivered to the countryside and enterprises in a timely and accurate manner.

Documents can be called to the enterprise to pick up, can also be picked up, but also can be mailed, why do you have to send them yourself? In Zhang Zhenfeng's view, the service of documents means the transmission of responsibility. "only when enterprises accept responsibility can they talk about implementation."

Whether it is the service of documents or the inspection of law enforcement, it is inevitable to run to enterprises and mines every day. Every month, Zhang Zhenfeng goes out to work for more than 20 days. For 14 years, when Zhang Zhenfeng went out, almost all the means of transportation were bicycles. You know, Zhuzhangzi Township is located in the mountains, there are not many flat roads, and the farthest village is 15 or 16 kilometers away from the township government. Over the past 14 years, Zhang Zhenfeng has rode more than 40,000 kilometers and damaged three bikes. Sometimes there is an urgent need to get to the mine, so when it is too late to ride a bike, Zhang Zhenfeng rents a car out of his own pocket. Compared with his income, the car rental fee of 30 to 50 yuan per time is not small. But he did not care about this, "I am happy to see that there are no accidents in the enterprise I am responsible for." When people are happy, the rest is nothing. "

In the past two years, the mining industry is in the doldrums, and many enterprises have stopped production. "I dare not be careless at all. Even if I stop production, I still have to go there two or three times a week. If you are safe in production, you are not afraid of 10,000, just in case! " Zhang Zhenfeng said.

As there are five tailing reservoirs in the village, the annual flood season has become the most nervous time for Zhang Zhenfeng. After a heavy rain, others ran home, but he ran to the countryside and to the tailing pond. The five tailing ponds in the village were inspected at least once a day. When Zhang Zhenfeng got busy, sometimes he simply lived in a simple shack on the top of the tailing dam. He didn't go home for two weeks and even asked people to take him a change of clothes. In his mind, "the heavier the rain, the more worried you are, and you will not feel at ease when you leave."

The work of safety supervisors is not only hard work, hard work, but also a job of "offending people".

"I'm doing it for their own good, so why do you say I'm bothering?" When he first worked as a safety supervisor, many enterprises said that he was "nosy", which puzzled Zhang Zhenfeng. But he does not recognize this principle, "urge enterprises to rectify hidden dangers, once it doesn't work, let's say it twice." What other people think of me doesn't matter as long as accidents can be avoided. I'd rather listen to scolds than cries! "

In 2002, Zhang Zhenfeng went to an enterprise for inspection, but the person in charge of the enterprise refused to accept it. To this end, Zhang Zhenfeng made one trip after another, found out the fact that the enterprise violated the rules, and demanded timely rectification and punishment. After that, the person in charge of this enterprise also began to attach importance to production safety.

During the 2011 flood season, when Zhang Zhenfeng inspected the Minyi mining area in the rain, he found that a high-voltage telephone pole near the river ditch was trapped in the rising river. Once it was washed and collapsed, it was very dangerous. Zhang Zhenfeng then went to the boss of the enterprise to ask for reinforcement, but the boss didn't take it seriously. So he returned to the scene and stared at the telephone pole. as soon as there was a sign of tilting, he ran and dragged the boss to the scene, and finally persuaded him to send someone to reinforce it to avoid the accident. As Zhang Zhenfeng himself said, he must be resilient, not afraid of trouble, not afraid of a broken mouth, and will never stop until he achieves his goal.

After more than 10 years of dealings, Huang Yuhua, director of the developed mining industry in Zhuzhangzi Township, understands Zhang Zhenfeng very well. Study hard, from "layman" to "know-it-all"

As a safety supervisor, Zhang Zhenfeng can be regarded as a "halfway monk". Since he transferred to the post of judicial assistant in villages and towns, he has persisted in learning skills from practice and majoring from books.

In the first few years, every time he went to the enterprise for inspection, Zhang Zhenfeng would seize the opportunity and constantly consult and learn from the enterprise's technicians. In 2008, he stumbled upon a book entitled "300 questions about the training of Mineral processing Workers", which made him feel like a treasure. He made a copy of it, took it out to study at any time, and always took it with him when he went down to mine inspection. Before long, the book was torn up, and Zhang Zhenfeng systematically mastered the whole process knowledge from mining, mineral processing to tailings drainage. Gradually, when it comes to enterprise inspection, Zhang Zhenfeng can always use his "golden eye" to find out the hidden dangers of safety.

Study hard and ask hard, willing to study hard, so that Zhang Zhenfeng's working ability to a big step. Over the years, he has been in charge of drafting various rules and regulations of the township government on production safety, and he is responsible for organizing and implementing emergency drills such as dam break in tailing reservoirs, oil leakage at gas stations, and non-coal mines every year. In 2002, when there was no regulation from a higher department, Zhang Zhenfeng took the initiative to increase pressure and set up eight kinds of accounts, including the "safety production inspection record account" and "accident hidden danger account." now he has set up nine more accounts according to the actual situation.

After becoming a "know-it-all" from a layman, Zhang Zhenfeng began to plan safety training to enable more people in the countryside to master safety knowledge and skills.
